The Asarco-sponsored Basketball Camps that were held at the Hayden High School and Ray High School in Kearny were both a success a second year in a row. The Tucson Summer Pro League Basketball Camp program that Corey Williams brings to the Copper Basin Area kids is first class and gives them a chance to learn from professionals on the dos and don’ts of basketball and sports in general. Parents and their kids gave the camp rave reviews and were very appreciative of Asarco for sponsoring the camp. Everyone had fun. The schools received donations from the registrations fees collected. FLORENCE – The Pinal County Board of Supervisors has approved the final budget for fiscal year 2011-12, adopting a spending ceiling of $357 million. This is 17 percent lower than the authorized budget ceiling of $429.8 million for the fiscal year ending today. The reduction came as a result of budget cuts from each of Pinal County’s elected officials and county departments, County Manager Fritz Behring said. A large portion of the reduction is the result of the state privatizing the long-term care program. Behring said that all departments and elected officials shared in making strategic business decisions to reduce spending, eliminate certain programs and streamline operations. The Board of Supervisors began the budget process with a bipartisan agreement that they would not increase the property tax rate. The average property valuation in Pinal is decreasing by about 16 percent, which means that nearly all county residents will experience a decrease in the amount of tax they pay to support county services. Only about 28 to 31 cents of each tax dollar is used for county services. The remaining portion goes to schools, special districts and municipalities. “I would like to go back to one of my original statements when we started this process,” Chairman Pete Rios said. “If the State Legislature left us alone we would be doing pretty well. They didn’t. The cost shifts, revenue cuts and the assumption of additional costs meant we were impacted by eight million dollars,” Chairman Rios explained. “What matters now, is that we are striving to achieve a balanced budget.” “We clearly demonstrated we can cross party lines for the good of Pinal County,” Supervisor Bryan Martyn said. “This is going to be an ongoing process. Tomorrow we begin to look at next year’s budget. We are moving forward.” “The annual budget is the most important document for any government organization,” Supervisor David Snider said. “There are a lot of moving pieces to Arizona’s economy and Pinal County’s economy. Basically, it is tough all over. I’m convinced the way we find our way out of these economic doldrums is by finding new manufacturing jobs for Pinal County. We need to find companies that will export our goods and bring in new jobs. FLORENCE – The Pinal County Board of Supervisors has approved the fi nal budget for fi scal year 2011-12, adopting a spending ceiling of $357 million. This is 17 percent lower than the authorized budget ceiling of $429.8 million for the fi scal year ending today. June 20 Theft of a quad was reported in the 4500 block of North Dudleyville Road, Dudleyville.

June 21 A vehicle reported stolen out of Dudleyville was located by its owners stuck under a bridge across from the Baptist Church in Dudleyville.

June 21 A warrant arrest was made at the Winkelman Flats, Winkelman. The arrestee was turned over to Gila County Sheriff’s Deputies. June 23 Brandy Ann Nagy, 33, Winkelman, was arrested in the 11000 block of North Springfi eld, Winkelman, on two warrants for interfering with judicial proceedings. She was transported and booked into the Pinal County Jail in Florence.

June 23 Zachery Lee Reede, 24, San Carlos, was arrested in the area of Highway 77 near milepost 108, Dudleyville, on a warrant issued for interfering with judicial proceedings. He was transported and booked into the Pinal County Jail. June 24 Assault was reported in the 76000 block of East

Editor, Copper Basin News: Don’t be bamboozled. Your property tax was increased! I want to thank each and every one who signed a petition, or a letter, against the property tax increase. I am writing, today, to let everyone know that the tax increase was passed, against our requests.The newspaper article, on last week’s front page, was misleading. For the sake of public opinion, Councilman Martin requested the wording be amended to read in a smoke and mirrors way of saying the exact same thing as the original increase. The proposed tax increase was to generate a tax levy of $128,500. In order to achieve

this dollar amount, the Town needed to increase the property tax by 34.18 percent. When Councilman Martin made a motion to amend the wording, he was questioned by the Town Attorney, as to what he actually wanted, as the actual tax rate in 2007-2008 was lower than would be needed to generate the complete amount of $128,500.00, Mr. Martin stated he still wanted the whole $128,500. He was merely changing the wording, to make the tax increase sound better to the public. This motion was passed by the council, so the budget was approved, with the full tax increase included. The second

batch of petition signatures and the letters were accepted by the council but no consideration was given to them. They were not even viewed by any of the council members that were present. Not one of the council members present made a motion to table or wait until they could review the signatures. The council moved straight forward with the meeting agenda and within minutes of receiving the letters and petitions, voted to approve the budget, including the property tax increase. A lesson I have learned from this experience is that the next time with letters or petitions, no matter who is submitting

them, I suggest that each individual name and each individual letter be read aloud for the record. Then, maybe some consideration would be given to the voters who wanted their voices heard. I know that many of you can say “I told you, no one listens. No one cares what we say.” I want to say, do not give up. If we keep speaking up and growing in number, our voices will have to be heard. Just be prepared to say it again with your ink pen at the next election. Please note, Council Members Gamble and Chiquette were not present for this vote./s/ James Hosea

By Georgie Wood([email protected]) I am proud of my two brothers who not only served in our U.S. Navy in the early 1950s, but also served well in law enforcement. My youngest brother, Charley Kishbaugh, had been a Los Angeles County Sheriff’s Deputy in California, then had been with that state’s Sonoma County Sheriff’s Department before becoming Director of the Justice Administration Division program at the Gila Pueblo Police Academy at Globe, Arizona in 1978. My other brother, Bill Kishbaugh, three years younger than myself, had been a Los Angeles County Sheriff’s Deputy in California before becoming a Pinal County Sheriff’s Deputy in Arizona. Bill was working in Safety and Security for Asarco in Hayden when he and his wife, June, made their home in 1976 in a trailer home on part of Cliff’s and my property above the Aravaipa Creek road. They were parents of Richard, Debra, and Melica, and June became our Aravaipa Creek school bus driver that year, until Bill and June moved in 1981 to Dripping Springs with Melica, the youngest of their three children. It was in June of 1981 when Edward and Lola Newton from Tucson bought Cliff’s and my house with some adjoining acreage along the creek, after which Cliff and I soon moved to a hill on our property above the county road to live in a new, double-wide manufactured house we had bought from Tony Ash, a son of Fred Ash, at the Indian Hills Mobile Home Park in Dudleyville. Our son, Neal, was also with us after having been honorably discharged from the Navy in February of 1980. In May of 1981, upstream

Aravaipa Creek property owner, Dr. James T. “Jim” O’Neil, had been elected as President of the Aravaipa Property Owners Association, Inc. (APOA). Because of reported attempts of solicitation to the APOA for political purpose (and probably for other reasons), at an APOA meeting in September of 1981, Jim felt it was appropriate to defi ne the following purpose and objectives of the APOA: “To maintain the ecology, lifestyle, and safety of the canyon; to protect the residents and their property; to respect the privacy and wishes of each individual resident; and to participate in such daily activities as controlling the trespassers, picnickers, and hikers, keep the road safe, and generally foster mutual cooperation and assistance with our neighbors”. In some instances, those objectives were “easier said

than done”! At that time, the Aravaipa Canyon Primitive Area had not yet become the Aravaipa Canyon Wilderness Area (ACW), the Defenders of Wildlife (DOW) still managed the George Whittell Wildlife Preserve, and there was still lots of traffi c on the Aravaipa road. By July of 1982, an agreement was made between 19 heirs of the Elin Chiquito Allotment, the Newtons, and Cliff and I, allowing the Newtons and ourselves to use fencing, embankments, a cable across the creek, and no-trespassing signs to possibly keep trespassers off of our properties and the part of the Allotment that adjoined the creekside fi eld Cliff and I had kept. The fence did help some, but the signs didn’t last long, which didn’t surprise us! A large group of Apache people, including Apache Medicine Man, Philip Cassadore, gathered one day on the upper part of the Elin Chiquito Allotment that adjoined the creekside fi eld

Cliff and I had, and I was told that the occasion was for the taping of some of their music and singing, which we could hear from our new homesite on the hill above. I would have liked to have been there, though! Of the heirs to the Allotment land, we met Joe Bullis who told Cliff that when he was a child he would come to the creek but was made to go back to school at San Carlos; there was Reese Bullis who made beautiful jewelry using the gem Peridot; there was Janie Bullis Ferriera; and there was Lonnie Bullis, a grandson to Captain Chiquito Bullis. Lonnie Bullis had downstream land of his own until he sold it in 1974 to Cliff’s brother, Fred Wood, and Fred’s wife, Alice, who were then still living on the Panorama Ranch. Fred and Alice had planned to eventually move because in 1979 and 1980 they bought adjoining properties to that ex-Bullis property, but their move was to come sooner than expected.

The Grand Canyon University commencement ceremonies, this May, were an extra special celebration, especially for us locals, as three of our own graduated, but, even more so for the Falquez family, where two of the three hale from. Frances Hanley Falquez, a life-long resident of Winkelman and proud employee of Cobre Valley Regional Medical Center, received her Bachelor’s Degree in Nursing. She specializes in the Medical Surgical Unit, professionally, and in being the spouse of Refugio “Cuco” Falquez and an inspiration to the younger generation Falquez, in her personal life. Marí Falquez Rodriguez joined her mother in graduation, as she received her Master’s Degree in Nursing. Marí, formerly from Winkelman, now resides with her husband and family in San Tan Valley and works for United Health Insurance and Scottsdale Osbourne Hospital and specializes in Oncology and case management.

program in the rural areas. Unfortunately, there are some people who misused these bins and dumped their trash in them. We made the decision to move them to an area where the bins can be more closely monitored.” Chairman Rios added that the free waste disposal voucher program is also still a valuable benefit for residents in the eastern part of Pinal County. “The voucher program is alive and well,” said Chairman Rios. “Obtaining a waste disposal voucher allows residents to dispose of residential debris three times per year. There is no need to use our desert as a dumping ground. It’s unsightly, unhealthy and it’s against the law.” The vouchers are a replacement for the free dump days that used to take place throughout the San Pedro

Valley area. Pinal County residents can obtain a voucher at the Board of Supervisors’ office located at 118 South Catalina in Mammoth. To receive your free waste disposal voucher you must bring a current utility bill showing your name and service address to provide proof of residency. If you have more than one residence, you can only receive a voucher for your primary residence. Each voucher will allow for disposal of one truck load of residential debris at the Oracle Transfer Station 2100 East

Oracle Transfer Station Road or at the Dudleyville Landfill, Highway 77 in Dudleyville. Please remember that the person who obtains the voucher must be present when redeeming it at the landfill or transfer station. The hours for the Dudleyville landfill are: Monday-Friday 8:00 am until 3:00 pm. It is also open on the first Saturday of each month from 8:00 am until noon. By Vicki Clark With 14 years in the restaurant business, Rosalia Sanchez along with husband Gabe opened Rosalia’s earlier this year in Kearny. “I gave the people what they have been asking for and hopefully we can continue,” Rosalia said with a wide smile.

And so far it’s been good and she would like to thank everyone for their support. Rosalia’s is located in the General Kearny Inn complex and offers authentic Mexican food along with a full menu of American favorites such as steaks, burgers, sandwiches, hot dinners and more.
