Eighteen indicted in international copper theft ring

By John Hernandez Eighteen people have been indict-ed on numerous charges stemming from the ASARCO copper thefts. The investigation began in late 2012 after a tractor trailer headed for California was stopped and was found to be loaded with stolen copper anodes from the ASARCO mine. DPS Criminal Investiga-tions detectives began investigating what is believed to be a large and complex criminal syndicate that have stolen tons of copper from the ASARCO mine in Hayden, Arizona. The thefts have been traced as far back as 2006 and are estimated to be at least $10 million worth of copper. Most of the copper was traced to a scrap metal yard in Upland, Califor-nia where the copper was then being shipped to international destinations including mainland China. The owners of the scrap metal

company, New Star Services Joanne Hu and Chihchan Lin and one of their employees, Chun Chen Pedro-za have had warrants issued for their arrest. Hu and Lin are believed to be in Taiwan. The location of Pedroza is unknown. Fifteen of the suspected thieves are from Arizona. Two ASARCO employees are alleged to have facili-tated the thefts. According to inves-tigators, Rene Joe Arbizo and Gene Carlo Garcia played key parts from within ASARCO in setting up the thefts of copper which included an-odes as well as copper anode molds. The molds weigh 6,000 pounds and are made of pure copper. Garcia is from San Manuel and Arbizo is from the Aravaipa area. The Arbizo and Sons Ranch was searched on Monday. Three vehicles including a tractor and two pick ups and 14 weapons were confiscated.

The weapons were of the hunting variety, rifles and pistols. Arbizo and Garcia are each facing 10 felony counts. Arbizo had 18 years at ASARCO. Lillian Campos of Winkelman was also indicted. She worked as a con-tract security guard at ASARCO and is suspected of allowing the stolen copper to leave the premises. At a press conference held at the DPS headquarters in Tucson, As-sistant Attorney General Mike Jette said, “Tom Horne and the Attorney General’s Office take seriously the theft of one of the five pillars of this economy, copper. We will prosecute very diligently.” It was also reported that none of these suspects are in custody. They

have either bonded out of jail or are not considered flight risks. The other suspects are facing numerous charges which includes Illegally Conducting an Enterprise, Conspiracy, Money Laundering, Fraudulent, Schemes and Artifices, and Theft. ASARCO was represented at the press conference by Doug Lemke. “ASARCO LLC truly thanks the Arizona Department of Public Safety (DPS) and the Arizona Attor-ney General’s Office and commends them for their diligent efforts as part of the investigation of stolen copper anodes from ASARCO’s Hayden facility,” said Thomas L. Aldrich of ASARCO LLC in a statement released Tuesday following the press conference. “DPS promptly began investigat-ing the stolen copper following the information ASARCO provided. ASARCO fully cooperated as part of this investigation and will con-tinue to do so as the prosecution proceeds against those individuals identified as being involved. ASAR-CO is pleased that the information and investigation has now led to the indictment of numerous people on scores of felony counts,” Aldrich added.

A Winkelman man is currently in custody in the Pima County Jail in Tucson awaiting extradition to Gila County where prosecutors have charged him with two counts of attempted second degree murder and four counts of aggravated assault after a weekend assault on his wife and brother-in-law. A spokesperson for the Hayden Police Department yesterday confirmed the

arrest of Guillermo Ortega III, 37, by the Pima County Sheriff’s Office. Details of the incident, which occurred on Sunday, April 28, 2013, have not been released by the Hayden Police Department. The spokesperson stated the case is still under investigation and details will be released as they become available. A bench warrant for Ortega has been issued by Justice of the Peace Pro-

By Chase KampSoutheast Valley Ledger The Pinal County Supervisors said a request by Sheriff Paul Babeu for an additional $12.1 million next fiscal year would not be financially sustainable at its regular Apr. 25 meeting, unanimously voting to give the Sheriff another month to trim down his proposal. The Sheriff’s request included about $5 million for 69 new staff positions, $3.9 million for 65 new vehicles and $1.1 million to replace 44 vehicles. About $1 million was requested to fund holiday pay and employee related expenses and $950,000 to fund additional equipment, software, leasing, training, and fuel. Supervisor Anthony Smith said budget projections that included Babeu’s proposal, in additional to a proposed 2.5 percent merit increase for county employees, would run a $21 million deficit next year that would continue to increase,

depleting the county’s $49 million contingency fund by FY 2016. “It’s unrealistic,” Smith said, reiterating the Board’s insistence on not raising property tax rates to increase county revenue. Babeu told the Board his request, about a 20 percent budget increase, was not unreasonable. “If you do not address these issues, do not say that public safety is your priority,” Babeu said. Babeu argued his office does not have the staffing nor the competitive pay of similar county and municipal law enforcement departments, introducing a “superstar” county K-9 deputy at the meeting who recently accepted a position at Chandler Police Department for better pay. Babeu said the adoption of 12-hour shifts has led to adequate levels of service despite strained resources. To make his pitch, Babeu provided a study by the Segal Co., an analysis firm, which was presented by company senior vice-president Elliot Sussels.

The study concluded PCSO was understaffed by as many as 116 employees in relation to officer-per-population numbers from departments like Maricopa County Sheriff’s Office and Tempe Police. PCSO also was also paying officers and certain employees below-market wages compared to East Valley city police forces. “You’re facing an issue of pay competitiveness,” Sussels said. “Your lack of competitiveness at entry is going to create significant impediment in order to recruit good folks.” Chairman Steve Miller argued the municipal agencies had cut employee pay during the recession and was only now restoring pay levels, whereas Pinal only implemented a pay freeze during the downward recession years. “You can say [county wages] not market,” he said, “but a lot of people come to work for places when it’s not just about money.”

Supervisors tell Sheriff to scale back $12.1 million budget proposal As part of its pledge not to raise property taxes, the Board has been reviewing proposals from any County department heads requesting funds higher than last year’s budget. These proposals are not actual budget expenditures or hiring, explained county

manager Fritz Behring, but requests to be included in the preliminary budget to be placed before the Board in July. Earlier in April, the Board approved above-budget preliminary proposals for $1.35 million from the county public defenders

office and a $1.7 million request by the Superior Court. Both included additional positions and funds to offset costs anticipated by the restructuring of the county attorney’s office which aims to bring significantly more cases to trial.

Peter Beaven, the BHP Billiton President said the sale of Pinto Valley is an excellent outcome for BHP Billiton shareholders. “It is consistent with our strategy and it takes the transaction value of divestments announced over the last 12 months to US$5.0 billion,” Beaven said. “We are pleased to have reached agreement with Capstone, particularly given their commitment to maintain our environmental and safety standards.”

By Nina Crowder The Central Arizona College (CAC) Aravaipa campus hosted a fun and successful car show on Saturday, April 27, 2013. There were many beautiful cars, hamburgers and hot dogs, great music playing and many people out enjoying the day. Antiques, hot rods, motorcycles, even a monster truck was awaiting us at this year’s CAC car show. It doesn’t matter what type of car you might be interested in there are many to choose from that will peak your interest. Seeing all the incredible work that has been done to these vehicles is just amazing. For those interested in learning about cars, there are a lot of great educational opportunities at car shows. Most of the vehicle owners are happy to talk about their vehicles and what they have done with the vehicle. Some people find that attending a car show is inspiring for them to work on their own car. Some people even end up buying a car after the car show. This can be a great hobby and since most cars that are maintained and restored properly resell for good prices, it can also be a great investment. Many families enjoy going to car shows because it is a great activity held outdoors and allows most people some great quality bonding time. We are able to break free from our normal, busy routine and get out and look at some beautiful cars. informed and engage with the local government. Nancy Hinojos opened the meeting by thanking all the participants and sponsors. Nancy mentioned that the Junior Chamber has helped the youth grow and improved the social skills. Nancy introduced the Ju-nior Chamber Board: Junior Chamber President Altin Hing, Vice president Dani-elle Paton, Secretaries Annie Hinojos and Marlisse Perez, and Treasurer Lainey Lopez. The Copper Basin Chamber of Commerce President, Ro-salind Padilla, Vice President, Bill Loehr of Asarco, Cham-ber Director Angela Ramirez, and many board members such as Jean Slater, Martina Burnam, Mark Romo were recognized and thanked for support and efforts. world. Lopez also is a part of the Student Leadership Program at Central Arizona College and enjoys the leadership op-portunities presented to her. She was encouraging to the members of the Junior Cham-ber and expressed excitement about the future that awaits each person. Angela Ramirez has been with the Chamber of Com-merce as acting director for three years and thoroughly enjoys working with the youth. The youth help with various community programs such as the Winter Wonder-

land, the Octoberfest and Pioneer Days, plus they help fill volunteer spots that need assistance. The youth put to-gether a program on their own called The Great Pumpkin they provide the candy for the younger children and donate their time to put this program together. Ramirez said they are so very pleased to have the Ju-nior Chamber Program many of the participants start in the sophomore year and attend through their senior year. This is a unique program and a wonderful opportunity for our youth.

Despite the loss, the Bearcats are one of the top teams in their Division as they enter the state playoff tournament. The tenth-seeded ‘Cats will play Williams in the first round of the tournament. The game is scheduled for May 2, 2013 at Rose Mofford Field. Game time is 6 p.m. A rematch against Hayden awaits the Bearcats if they are victorious in their first-round contest. That game would be played on May 3 at Rose Mofford Field. Game time is scheduled for 6 p.m. Baseball – The Bearcats 11-game winning streak was snapped with a loss to Pusch Ridge Academy, 9 – 5. The ‘Cats are considered one of the top teams in Division IV as the state tournament opens. The sixth-seeded Bearcats will open their postseason on May 3, 2013 at the Goodyear Sports Complex – South. The game is scheduled for 4 p.m. Since they have earned a first-round bye, the Bearcats await the winner of the game between Joseph City and Northland Prep. A quarterfinal game awaits the Bearcats if they can their second-round game. With a win, the Bearcats would play on May 4 at Goodyear. Game time is scheduled for 11 a.m.

Compiled by Vicki Clark from information supplied by MSGT Willie Jordan The 2012-13 annual Ray High School Marine Corps Junior Reserve Officers Training Corps Awards Banquet was held Wednesday, April 25, at the Kearny Elks Lodge. After the of Pledge of Allegiance, MSGT Willie Jordan, who is head of the program at RHS, welcomed everyone and outlined the units’ performances and participation for this past academic year. During the year the RHS JROTC participated in Memorial Services in Dudleyville, Hayden, Kearny and Superior, providing graveside services for veterans. The group also marched in several parades including those held in Apache Junction, Green Valley, Prescott, Tombstone and in Kearny. Other events included Color Guard participation in a Drill Meet in Phoenix, RHS football, basketball and volleyball, and the Arizona Rock Products Association. Leadership Camps attended

MSGT Jordan also thanked the people of the community for their support of the cadets with the food bank drive, Christmas food basket drive and the Toys for Tots drive. He added a special thanks to all the parents and volunteers that assisted during the various trips during the school year and especially those who donated time to work the basketball

concession stand. “We would not have been able to pull off any trips, camps or parades without that support,” he said. The microphone was then turned over to narrator April Jordan who announced the following special awards. Distinguished Scholastic Achievement is presented to cadets who have maintained an A average in all subjects, including ROTC, and have finished the academic year in the top 10 % of their class. There were two awards presented. The first was to Altin Hing, who earned his fourth award in this category. Savannah Willis was also recognized with a first award. The Women Marines Association Award was presented by MSGT Jordan with three cadets being

recognized, Breaunna Hathaway, Nicole Conley, and Jesica Garcia. MOAA awards went to Cadet Jesse Perez, Cadet Christian Rio and Cadet James Byers and were presented by Tom Ralph. The National Society of Daughters of 1812 award was presented to Breaunna Hathaway. The award of merit was presented by Richard Nelson to top Freshman, Wyatt Miller; top Sophomore Daniel Woods and Jesse Perez, top Junior. American Veterans Award went to Daniel Woods and Levi French. The Daughters of the American Revolution Award was presented to Kara Gillaspy by Linda R. Enz.

Non-Commissioned Office Association Awards were presented to Taylor Ashby and Savannah Willis. Desert Mustang of Arizona award was presented to Christian Rios by Joe Norris. This award is voted on by the recipients’ peers. Medals presented from the American Legion for Mililary and Scholastic Excellence by Mike Dinwiddie included Military Excellence to James Byers and Scholastic Excellence to Christopher Misita. Before closing the award program MSGT Jordan introduced Asarco General Manager Joe Wilhelm and presented him a certificate and a framed pictured of the unit for the generous donation given by the company. The packed house then enjoyed a delicious dinner served by the cadets.

Distinguished Scholastic Achievement presented to Altin Hing and the Interscholastic Athletic Excellence presented to Savannah Willis. Presenting these awards was Sgt. Faz. Certificates of Appreciation from Toys for Tots were presented by Josie Kakar-Delsi and went to cadets who took time out to assist the

community. The Best Drill Cadet went to Christian Rios. This award is awarded annually and voted on by the recipient’s peers. The Most Improved Cadet award is also voted on by the recipient’s peers and this year was presented to Robson Gillaspy. Presented next were completion packets to all
