River development authorityto help TG Halli reservoir

Bangalore Beat Bureau

Bangalore: The government isthinking of setting up a river de-velopment authority for the re-vival of Thippgondanahalli reser-voir and its feeder rivers Arkavatiand Kumudvati, said urban de-velopment minister Suresh Ku-mar.

Visiting the TG Halli reservoir, which supplies drinking waterto some part of Bangalore, hesaid that desilting works shouldbegin by this month-end.

Houses and industries thathave come up in the catchmentareas of the TG Halli reservoir

should be cleared immediately.Departments should make allpreparations for clearing the en-croachments in these areas, headded.

Boundary stones should beinstalled in all areas coming un-der the catchment area.

Already, the Bangalore De-velopment Authority has initiatedworks to identify the boundary, and it would get over soon. Awaste water treatment plantwould be set up at Tavarekereand its administration would behanded over to the local grampanchayat. Treated water wouldbe supplied to industries, farm

fields and other non-domesticneeds. This would reduce theflow of grey water into the reser-voir, cutting down its pollution,he said.

The revenue department hasbeen told not to issue any newkhatas in protected areas aroundthe reservoir.

The department has also beenordered to stop all mining activityaround the dam. Already, 21 il-legal residential layouts havebeen cleared by the NelamangalaDevelopment Authority.

Similarly, all those industriesthat have cropped up illegallyshould also be vacated, he said.

Yoga guru sues ʻcopycatʼ studentNew York: Bikram Choudhury, the Kolkata-born yoga teacherin the US, has sued a former stu-dent for over a million dollarsfor copying his style of exercisethat involves workouts in a 105degree Fahrenheit room.

Choudhury, the founder of c,has copyrighted this technique.

In the lawsuit filed in a Cali-fornia court for copyright in-fringement, the 65-year-old hassought damages of over a milliondollars and urged a federal judgeto block Yoga to the People, achain of studios founded by GregGumucio, his old student.

Choudhury has alleged thatGumucio’s yoga studios offer the“traditional hot yoga” class thatis identical to his Bikram Yoga, which is a 26-posture sequencedone in a room heated up to 105degree Fahrenheit or 41 degreeCelsius.

“The hot yoga class is taughtin the same ambient environmentas Bikram Yoga in order to givestudents the impression that theclass offers the same experienceand benefits a student wouldhave at a Bikram Yoga studio,”the 25-page plea said.

Gumucio had entered into an

agreement with him that pro-hibited the use of the BikramYoga brand name and trademarkin any form, Choudhury said. While a Bikram Yoga class costs$25, Gumucio’s chain of studioscharges $8 for the session.

Choudhury’s lawyer RobertGilchrest said he had an investi-gator take Gumucio’s classes thatwere “virtually mirror imagesand the dialogue was consistentlythe same” as Choudhury’s yogaclasses.

Gumucio opened Yoga to thePeople in New York in 2006. Thechain currently has five studios

in the city as well as in Californiaand Seattle. Choudhury said hehad to close one of his studiosin Manhattan because “the pres-ence of our competitors,” namelyYoga to the People, “made it im-possible for us to continue”.

In his defence, Gumucio saidhe never agreed to abide byChoudhury’s rules and that waswhy he parted ways with him.“I have never agreed with Bikramand his idea that he owned theyoga or that he should sue any-one.” He said his sequence ofposes is not exactly the same asChoudhury’s.

Order on Swamyʼs plea against PC on Dec 8New Delhi: A trial court in Delhi todayreserved its order on a petition filed byJanata Party president SubramanianSwamy in the 2G scam case. Swamy isdemanding that Union Home MinisterP Chidambaram be made a co-accusedin the scam. The order will now be an-nounced on December 8.

Swamy had recently claimed that hehas proof that Chidambaram and formerTelecom Minister A Raja acted togetherin fixing 2G spectrum prices.

A finance ministry document, thatSwamy has released, reportedly cites ameeting between Chidambaram andRaja on the pricing issue.

The document released by Swamyhas the Finance Secretary’s notingsmentioning two meetings between P

Chidambaram and A Raja on May 29,2008 and June 12, 2008 to resolve out-standing issues relating to allocationand pricing of 2G and 3G spectrumbands.

It says, “Spectrum usage charge ispegged to the bandwidth and is cali-brated as a percentage of the AdjustedGross Revenue [AGR].

“In view of historical legacy reasonsand the administrative issues involvedin changing an established practice, itwas decided to continue with the currentpractice of levying spectrum usagecharges on the basis of varying per-centage of AGR for different bandwidthsof spectrum”

On pricing of spectrum for 2G allo-cations, the document states, “It has

been agreed that the “base price” shallbe determined by taking the entry feeof rs 1650 crore [determined in 2003-04] for pan-India operation of UASL li-censees as the price of spectrum for 6.2mhz of bandwidth for GSM operators[a similar exercise is possible for CDMAoperators also]. This translates to anembedded price of Rs. 266 crore/mhz[for pan India operation]”

In 2008, when Raja was the TelecomMinister and allegedly used his officeto orchestrate India’s biggest swindle– better known as the 2G scam, Chi-dambaram was the Finance Minister.Swamy contends that the decisions tak-en by Raja were endorsed by Chi-dambaram, and he should thereforeshare responsibility for the scam, and

be formally investigated by the CentralBureau of Investigation (CBI).

This is likely to mount further pressureon the Home Minister in particular andthe government in general. The mainOpposition, the Bharatiya Janata Par-ty-led National Democratic Alliance(NDA) has decided to boycott Chi-dambaram during the ongoing WinterSession of Parliament until such timeas he tenders his resignation over the2G issue.

Raja was arrested in February thisyear; the CBI is handling the case againsthim and 13 others accused of criminalconspiracy. The Supreme Court is mon-itoring the CBI’s investigation; a specialcourt headed by Judge OP Saini is han-dling the trial.

KEA to make applicationsubmission online

Bangalore: The Karnataka ExaminationAuthority is making preparations to takethe process of filling the application formsfor the Common Entrance Test too online.

With this, students appearing for nextyear’s CET need not have to buy brochuresfor applications, and can do it through theKEA website, which contains all informationregarding the test for professional colleges.

Now, students have to buy the CETbrochure which also contains the applicationform. They have to send the filled applicationform through post. This not only is a time-consuming process, but could also lead toproblems if the package is misplaced bythe postal department.

Since rural area students may not be fa-miliar with online operations, the authorityis also thinking of providing them with pa-per-based application forms. The thinking

is also that if the process is taken up earlyenough, the rural students too could becovered under the new method. The officialsof the authority are likely to take a decision

by December 15.The KEA is preparing to take seat distri-

bution online. With the two projects in mind, officials of the authority are visiting NITKat Suratkal. The application form fillingmethodology and seat distribution onlineat NITK would be studied and adopted forCET if found suitable.

KEA teams will also travel to Ahmedabad,Hyderabad and Mumbai too to study. “Thesecities have online operations that could besuitable for CET. NITK is small and does nothave the view of rural parts. The visit toother cities would cover those areas too. InAndhra Pradesh and Gujarat, even villageschoolchildren have knowledge of IT. Afterstudying the methods there, we will try toadopt them here,” said KEA officials.

The contours of the KEA online policywould be formulated after the visit.

New Delhi: The United NagaCouncil, which recently liftedover 100-day economic blockadeof Manipur, Saturday warned offresh action if the government''bifurcates'' their land. The threatcomes when Prime Minister Man-mohan Singh is on a day's visitto Imphal.

“The Nagas in Manipur willnot accept any excuse and willdo something about it if govern-ment tries to bifurcate the landwhich belongs to Nagas,“ a UNCleader said on condition ofanonymity.

A powerful bomb explodedin the Manipur's capital of ImphalWednesday just 50 metres awayfrom the newly constructed CityConvention Centre which Man-mohan Singh is scheduled to in-augurate.

“What we are demanding isthat our traditional land be re-spected and let us live where webelong. Nagas can live with anycommunity but you cannot give

our land to someone else,” saidthe leader.

He alleged that authorities areinterested in conceding to the

demands of Kukis, who are de-manding a separate district.

“The policymakers are tryingto create a homeland for Kukis

but the land belongs to Nagas, not to Kukis,” the leader said inan assertive tone.

The state went through a gru-elling economic blockade whichwas launched by the Sadar HillsDistrict Demand Committee(SHDDC) Aug 1 for conversionof the Kuki tribal majority SadarHills area into a full-fledged dis-trict.

The Kukis lifted the blockadeon two highways – Imphal-Dima-pur-Guwahati (NH39) and Im-phal-Jiribam-Silchar (NH53) – onthe 92nd day after the state gov-ernment agreed to their demandfor creating a district, a moveopposed by the Nagas, who re-sorted to a counter blockade.

The UNC lifted its blockadetemporarily Nov 28 ahead of theprime minister's visit.

The three months long block-ades led to severe shortage ofessentials, including fuel, cook-ing gas cylinders and medicines.

ʻLeT using web propagandato radicalise individualsʼ

Washington: Identifying Pak-istan-based LeT as a lethal terrorgroup with primary focus on In-dia, a key US attorney has saidthe outfit is expanding its wingsto the West, in particular Amer-ica, and using internet propa-ganda to radicalise and recruitindividuals.

"Foreign terrorist organisationslike LeT use internet propagandato radicalise and recruit individ-uals to wage violent jihad andspread terror," Neil H MacBride,US Attorney for the Eastern Dis-trict of Virginia, told reportershere.

LeT is responsible for a num-ber of terror attacks such as the2008 Mumbai strikes which killed166 individuals, including sixAmericans – two of them fromVirginia.

Referring to the conviction ofPakistani national Jubair Ahmad,a resident of Virginia, for sup-porting LeT, MacBride said theUS would pursue all those whoprovide material support to ter-rorists.

This is the fifth case of home-grown terrorism in eastern district

of Virginia that FBI has broughtin the last year.

"It's a significant threat thatwe take very seriously," MacBridesaid.

Describing LeT as a "danger-ous and deadly" foreign terroristorganisation, he said: "Over theyears they have tried to changetheir name. And each time theUS government has respondedby classifying their pseudo ornick names as the foreign terroristorganisations."

Ahmad, 24, pleaded guilty be-fore a US court of charges thathe provided material support to

LeT."This demonstrates our tireless

commitment to disrupt and dis-mantle (what) we consider to bematerial support (to the terroroutfits). We take radicalisationon the internet, on any firms ofrecruitment extremely seriously,"said Brenda L Heck, SpecialAgent in Charge for FBI's Wash-ington Field Office Counter-ter-rorism Division.

Ahmad told the court that heprepared and uploaded a 'jihadi'video on You Tube at the direc-tion of Talha Saeed, son of theLeT commander Hafiz Saeed.

Court documents allege thatduring his teenage years in Pak-istan, Ahmad received indoctri-nation training from LeT andlater immigrated to the UnitedStates with his family in 2007.

In September 2010, Ahmadallegedly conspired with Talhato produce a propaganda videofor LeT, which contained imagesshowing violent 'mujahideen'operations while a prayer by theLeT leader is heard in the back-ground, calling for the supportof 'jihad' and the 'mujahideen'.

"LeT is a ... deadly organisa-tion. The head of the organisationis an individual whose voice ap-pears on the video tape. It's alecture or prayer that calls forviolent jihad. The son of that in-dividual (Talha) contacted him(Ahmed) to prepare that video.

"So he (Talha) is a significantperson within LeT and has theability to reach out to someonehere in Northern Virginia,"MacBride told reporters in re-sponse to a question.

Although the name Mumbaipops up during the investigationof this case, MacBride said thereis no information on the Mumbaiterrorist attacks from this probe.

According to the plea docu-ment, at one point, Ahmad askedTalha if he wanted to includean image of the Mumbai attacksto show the power of LeT. Talhareplied that he should not useanything referring to Mumbai.

"The significance is that thisman, Mr Ahmad probably vol-unteered to make a video tapeto recruit and radicalise new ji-hadists to join LeT," the US at-torney said.

Drop in US unemploymentbrings cheer to Obama

Washington: The US unemploy-ment rate surprisingly droppedto 8.6 percent in November, thelowest in two-and-a-half years, bringing good cheer to embattledPresident Barack Obama, butanalysts wondered if it wouldprove to be a game changer.

The big dip in unemploymentfrom 9 percent in October oc-curred even though the LabourDepartment reported yesterdaythat just 120,000 jobs were addedin November, a figure roughlyin line with expectations.

Unemployment now standsat its lowest level since March2009, a clear political plus forObama but something of a mixedbag considering 13.3 millionAmericans are still jobless andthe sovereign debt crisis unfold-ing in Europe could tip the worldinto a recession, Politico news

site focusing on presidential pol-itics said.

"Today's employment report provides further evidencethat the economy is continuingto heal from the worst economicdownturn since the Great Depression, but the pace of improvement is still not fast enough," said Alan Krueger, chairman of the president's Council of EconomicAdvisers.

"While the US economy ishealing, the world economy con-tinues to be in a fragile state, and all economies are linkedthrough trade and finance."

Noting that the unemploymentrate in November dropped fasterthan it has in more than 11 years,Time magazine called it "AmazingNews" but wondered "Is It aGame Changer?"

The "question remains: Is theeconomy stuck in a slow growthmode, or is it about to take off?"the US news magazine said not-ing "Economists generally believethe economy has to add about200,000 jobs a month for theunemployment rate to consis-tently drop."

One of the problems of the

recovery was that fewer peoplehave been starting up new busi-nesses, it said. But banks haverecently begun lending more, making it easier for more peopleto start new businesses.

"That's not just good news forthe unemployed, but for the long-term health of the economy ingeneral," Time said.

Pak, US bothhave right toself‑defence:

PentagonWashington: As a sovereign na-tion Pakistan has the right toself-defence, so does the US, thePentagon said, amid reports fromIslamabad that Pakistan ArmyChief Gen Ashfaq Pervez Kayanihad issued direction that hiscommanders on the Af-Pak bor-der can return fire.

Pentagon spokesman NavyCapt John Kirby said that thelast week's NATO bombing thatkilled 24 Pakistani soldiers alongthe Afghanistan border has hada chilling effect on the relation-ship between the two countries.

"I think it's safe to say thatthe incident has had a chillingeffect on our relationship withthe Pakistani military, no ques-tion about that. Both sides deemit to be as serious as it was,"Kirby said at a Pentagon briefing.

"I've seen the comments at-tributed to General Kayani. I'mcertainly not going to speak forhim or for the government ofPakistan. But every sovereignnation has the right of self-de-fence and the right to order theirtroops to defend themselves.”
