They should reserve some portion of it to our state. We have been talking to them. But they are demanding Rs 5-6 per unit, which is very high. We are holding talks with them again to- day and trying to negotiate on the prices.” He admitted that there is a severe shortage of power in the state. “We are taking steps to ensure generation of 5,000 mw of power over the next two to three years. We have initiated projects and they will start production. The Centre has allotted 1,234 mw of power to the state. But it is not supplying power to us. Because of the con- tinuing strike over Telangana is- sue in Andhra Pradesh, coal sup- plies have been cut off, which too has affected power production,” said BJP state president K S Es- hwarappa here today. Opposition parties, despite knowing the problems, have been criticising the government. If at all they are concerned about the state, they should join a gov- ernment delegation that is head- ing to Delhi to meet railway and coal ministers. Even if they don’t want to be a part of this team, they can go on their own and in- fluence the central ministers, he said.Opposition parties have said that the state has not produced a single unit of power since the BJP government came to power. “Af- ter our party assumed office, we have signed a major MoU with the Chhattisgarh government for supply of power. At the same time, the opposition has been insisting that the govern- ment should not purchase land for power projects.” The Bijapur National Thermal Power Station is all set to produce 5000 mw of power in three years. “Power is not a crop that can be reaped in two to three months. Power generation projects take at least five to six years before they start production. Chief minister D V Sadananda Gowda too has said that the Udupi Power Cor- poration Ltd Unit 2 would pro- duce 600 mw of power very soon.” “It has been 25 years since the Raichur Thermal Power Sta- tion was set up. Even at the time of construction it had been said that the life of the project was 25 years. There are problems with that power plant and we are dealing with those issues,” he said. “I am not blaming either the Centre or the opposition. But they should try to resolve the problem,” he added. On Advani’s rath yatra, he said, “It is coming to Bangalore on October 30. A huge public meeting will be held at the Na- tional College Grounds at Basa- vanagudi. It is reaching Dakshi- na Kannada district on November 31 and Ankola on November 1. From there it will cross the border and enter Goa.” KCR held for fery speech Hyderabad: The police filed cases against Telangana Rastra Samithi (TRS) president K Chandrasekar Rao, employees union leaders Swamy Gowd and Vittal for making inflam- matory speeches and creating rift among people in the state. The cases were filed under IPC 153A section and Police Forces Rights Pro- tection Act. These cases are non-bail- able and warranted immediate ar- rest. The police stated that Rao had tried to instigate people to attack peo- ples' representatives (houses of MPs and ministers) while speaking at a meeting. Rao had asked his followers to cause physical harm to Congress MPs and MLAs for not resigning from their posts, an FIR filed by the police said. Rao been booked for promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc., and doing acts prejudicial to maintenance of harmony of the Indian Penal Code, police sources said.

Bangalore: Surabhi Chits, a pub-lic limited company, has an-nounced the opening of its officeon DVG Road, Basavanagudi, astep towards realising its goalof reaching Rs 300 crore businesssize by the end of the currentfiscal.

The firm, which took shapein December 1991, at present hasan annual auction turnover ofRs 250 crore from six branchesin the city. With the addition ofthe seventh branch, it plans toadd more customers under itsnetwork.

“We have come a long waysince our modest beginning 20years ago. We are a professionalorganisation with governmentlicense to conduct chit fund busi-ness. Our dream of buildingSurabhi Chits as a brand hasbeen successful. Coming from a sup-posedly lowly Bedara or archer commu-nity, Valmiki aimed at uniting peoplefrom all backgrounds, said BJP state pres-ident K S Eshwarappa at the BJP officeJagannatha Bhavan at Malleswaram to-day.

The BJP Scheduled Caste Morcha hadorganised Valmiki Jayanti celebrationstoday.

Ramayana follows the path of truthand has been accepted internationally.It has also been translated into manylanguages across the globe. It is a greatcontribution from Valmiki, he said.

Valmiki, reformers Basavanna,Shankaracharya, Kanakadas and fatherof the Constitution B R Ambedkar grewbeyond the cage of caste and achievedgreat things in life. All of them wantedto unite the country with their thoughtsand deeds, he said.

“One should neglect petty barriers likecaste and creed. It is true that you willfind people mean mentality across com-munities and castes and is not limited tosome sections alone. Everyone shouldstrive hard to cross these barriers.”

Valmiki wrote Ramayana in Sanskrit.The language has no relation with or theproperty of any single community. Hedid a tremendous job writing the epic.All communities have accepted Ra-

mayana. Similarly, Swami Vivekanandatoo struggled hard to unite the country.

He said, “The BJP is not against dalits,backward classes or minorities. It is nota party for Hindus alone. In fact, whenAtal Bihari Vajpayee was the Prime Min-ister, he wanted to clear a backlog ofposts reserved for SC/STs. But some

vested interests approached the SupremeCourt, which stayed the government fromgoing ahead with its plans. But Vajpayeeconvened an all-party meeting and passedan amendment to the Constitution infavour of dalits.”

Social welfare minister ANarayanaswamy said, “Earlier govern-

ments in the state had allocated Rs 200crore for SC/ST development. But theBJP government has set aside Rs 600crore in the budget for the purpose. Ourgovernment has worked hard for the wel-fare of these sections and it is not limitedto any single community. The governmentis committed to the welfare of SC/STs.”

Fasting KPSC teacher candidate in hospital

Bangalore: A protester, who wasfasting since yesterday demand-ing appointment of headmastersselected through KPSC, has beenadmitted to hospital after hishealth deteriorated. In all, 629candidates from all over the statewho have got selected but await-ing appointment have beenprotesting at the Freedom Park.

Anil from Tumkur had healthcomplications and had to berushed to hospital, said his fatherNarayanappa. “There are a num-ber of parents too who have comehere to protest,” he added.

The protesters told BangaloreBeat that the state government,through a gazette notification in2007, had called for high schoolheadmasters. The KarnatakaPublic Service Commission con-ducted the exams and selected629 candidates. The recruitmentprocess too was over last year.The candidates were told thatthey would be given appointmentletters in March of this year. “Butnothing has happened till now,”they added.

Today, the protesters met chiefminister D V Sadananda Gowda.

“The chief minister told us thathe did not know about our prob-lem. He said there could be aproblem due to some technicalissues. He took our memoran-dum. But he neither assured ushe would look into the problem,nor he offered any solution,”they said.

Yesterday, joint director of ed-ucation Devprasad met the pro-testers. “He noted down our de-mands and left without offeringany kind of help,” they added.

“The KPSC has done its joband selected us. It is now left tothe public education departmentto issue appointment letters tous. The department has beenpromoting teachers to headmas-ters’ posts instead of appointingus. This is to create a vote bankfor next year June’s MLC electionfrom the teachers’ constituency.We have already met departmentofficials and the minister too,but nothing has been done toalleviate our problem,” they said.

“We have really worked forour selection. If the governmentdoes not appoint us, our liveswill be ruined. We will continueour protest till the governmentfinds a solution,” they said.

He said, “There have beenstories that before writing Ra-mayana, Valmiki was a thief.But there are no documents orany proof in Ramayana to sug-gest this. The story has beenfloated only to discriminateagainst Valmiki, who was frombedara or archer community. If

ever Valmiki was a thief, NaradaMuni would not have narratedRamayana to him. We shouldnot look at Valmiki through spec-tacles coloured with caste. It isan epic for the entire mankind.”

measures. Not only Karnataka, other states too arefacing a severe shortage of power,” he added.

“The Centre had committed to supply 1,234 mw ofpower every day to the state. But it is giving us only 700mw. There is also a problem with the supply of coal forthermal power stations. Singaneri coal mines in AndhraPradesh have been hit by Telangana-related strike. Alsobecause of the agitation, the movement of coal hasbeen affected. We are now sourcing it from Nagpur,MPL and HPL mines,” he added.

Ficci members said that the problem has arisenbecause the state is over dependent on coal and thermalproduction of power. The chief minister said, “We arealso developing alternative sources of power. Wind isone of the biggest contributors to the power kitty. TheChhattisgarh government has set up a 600 mw windenergy plant and has committed to supply it to us. Butwe are not being able to do it as transmission lines areyet to be installed.

“We have a 2,100 mw wind energy plant at Raichur.At the same time, the urban development minister islooking at projects to generate power from garbage. Weare also looking at co-generation of power at sugar fac-tories.”

On power generation from biomass, he said, “I haveno idea about it. Our officials are looking into it.”

Gas pipelines to spurgrowth in state: CM

Bangalore: Gas pipelines fromDabhol, Mangalore and Chennaiports are being set up to give aboost to industrialisation in thestate, said chief minister D VSadananda Gowda here today.

Inaugurating the national ex-ecutive meeting of Ficci, he said,“Development is the mantra forour government. For the last twodecades, the state has been ona high growth trajectory. Despiteglobal slowdown, the state hasshown considerable growth. Infact, the effects of the presentcrisis are lesser as compared tothe 1970s crisis.”

The state has come a longway since economic liberalisa-tion started in the early 1990s.State has benefited the mostfrom the process. It has givenway to Silicon City and led tostrong corporate earnings in thestate. Bangalore has become thehub of information technology,biotechnology, aero industries,

textiles, food processing, agroproducts, etc.”

On improvements in the ad-ministration, he said, “After Itook over charge, I have beenclearing files within 15 days.Only in case of legal complica-tions some files could take moretime.”

He assured industrialists thatthere would be no hassles overacquiring land and no Posco-like situation would arise, wherethe company had to withdrawits plans. “The new industrialpolicy would make land acqui-sition easy and hassle-free. Landswould be acquired through theKarnataka Industrial Area De-velopment Board. The new policyhas increased transparency.”

Some Ficci members saidsome rules are hindering 24-hour movement of goods acrossthe state and If the ban is lifted,works would get done faster.The chief minister said, “We willlook into the issue and takeproactive steps.”

Ficci members said they wouldextend all help to the Global In-vestors’ Meet. The chief ministerasked the members to collect allthe suggestions from their mem-bers and he would meet themagain after 20 days. “We willwork out solutions to the prob-lems being faced by industrial-ists,” he added.

On the mission 2020 for thestate, he said, “Security and safe-ty are the core elements. Pro-moting equitable development,communal harmony, enhancingthe quality of life, making Kar-nataka a globally competitivedestination, attracting FDI andinvestors too are in the agenda.The aim is to eliminate povertyand unemployment by 2015.”

He said a worldwide qualityof life survey has rated Bangaloreas one of the top cities with aplethora of opportunities. “Teamsof our legislators have visitedEuropean and other countriesto implement best of solutionshere,” he added.

The open letter signed by AnuAga, Azim Premji, DeepakParekh and Jamshed Godrejamong others, says day-to-daycorruption being faced by thecommon man is a bigger worryand the focus should be on thisrather than on 'episodic corrup-tion' - that Team Anna is focusingon.

The Open Letter identifies theurgent issues as land, judicial,electoral and police reforms.

It also says that there is aroom for improvement in theeconomic and investment cli-mate.

Open Letter is signed byJamshed Godrej, Anu Aga, DrBimal Jalan, Keshub Mahindra,Deepak Parekh, Azim Premjiamong others.

Jamshed Godrej, ChairmanGodrej, says, "In the first letterwe had said that we want theLokayuktas to get established.That has happened, the Parlia-ment did meet and has taken aresolution to that effect. The pur-pose of the letter was to createpublic debate and a sense ofpressure on the legislators incentre and state.

She says that the govt is mov-ing but there is a need for greaterdialogue between industry, gov-ernment and civil society to un-derstand how we can actuallymake progress.

Here is the full letter:On January 17, 2011, we, a

group of like-minded citizenswho were deeply concerned withthe state of affairs of the nationaddressed an Open Letter to ourleaders. This letter focused onfour issues - (a) Growing Gover-nance Deficit (b) Galloping Cor-ruption (c) The urgent need todistinguish between 'Dissent'and 'Disruption' and (d) Envi-ronmental Challenges. The OpenLetter received wide exposurein the public domain and wasgenerally perceived as being

timely. As mentioned in the firstOpen Letter, the aim of the groupis to develop specific actions re-garding the above-mentioned is-sues and place these in the publicdomain from time to time. It isin this context that we put for-ward our second Open Letter.

Aug 27, 2011 marked a highpoint by the debate leading tothe 'Sense of the House' in theParliament on the Lokpal Bill.The event reinforced the invio-lable primacy of the Indian Con-stitution. It was also an event ofrelief and reassurance to the vastand silent majority who consti-tute India's core civil society.

We support the need for theurgent passage of a well-craftedLokpal Bill by the Parliament.While the Parliament debatesthe contours of the Lokpal Bill,the discussion of the details nowresides with the ParliamentaryStanding Committee on Law andJustice. We, however, believethat the Lokpal Bill is only onesmall but critical step in the na-tional task of weeding out theplague of corruption in India.This draft Lokpal Bill is intendedto address EPISODIC CORRUP-TION, but is unlikely to haveany significant impact on theDAY-TO-DAY CORRUPTIONwhich is insidious and demean-ing.

We, the people, the commonindividual, seem to have no re-course in our daily life which isvitiated by corruption in almostevery sphere of our normal deal-ings. Almost every interface ofthe common man with publicofficials is impaired by corrup-tion, especially in the most rou-tine transactions, such as thegrant of 'pattas', issuing ofbirth/death certificates, utilityconnections and availing of en-titlements amongst several oth-ers. Similar cases of continuousdaily harassment are widelyfaced by small and medium scaleenterprises (SMEs) and numer-ous services and manufacturingentities.

The Group wishes to put for-ward some issues which call for

urgent attention and action tomake reforms effective and havea positive and perceptible impacton citizens' day-to-day life.

1. The common man (the poorbear the greatest burden) is asilent sufferer because availableconstitutional remedies remaininaccessible. Several antiquatedlaws require urgent overhaul toreflect contemporary realities.LAND, JUDICIAL, ELECTORALand POLICE reforms are mosturgently needed. Key recom-mendations and draft legislationon most of these issues are al-ready in the public domain. It isimperative, however, that leg-islative reforms be constructivelyand constitutionally debated ina time-bound and orderly man-ner and not in uncivil and hostileenvironments. DISRUPTION,both in the Parliament and out-side is socially debilitating anderodes public confidence.

2. It is acknowledged that astrong nexus exists between cer-tain corporates, politicians, bu-reaucrats and power brokers.This is one of the greatest threatsfor the Indian economy. It maybe worth mentioning that theUK, in July 2011, enacted the'The Bribery Act, 2010'. The Actmakes it illegal TO OFFER, RE-CEIVE AND FAIL TO PREVENTBRIBERY and extends culpabilityto the highest levels in an ac-cused corporation. Only if timelyand punitive action is takenagainst both, THE GIVER ASWELL AS THE RECEIVER OFTHE BRIBE, will the fight againstground level corruption be woneffectively.

3. Even the best crafted legis-lation will not cleanse the systemunless effective REDRESSALMECHANISMS are put in place.This, however, is not possiblegiven the acute backlog of casespending in the courts, estimatedat over 3.1 crore. India has 10judges per million populationcompared to 50 in the UK and107 in the US. The adage of justicedelayed is justice denied is thekey reason why the commonman is unable to fight against

corruption. It is imperative toincrease the number of judgesand other judicial officers, mod-ernise infrastructure and imple-ment judicial reforms such ascreating additional fast-track,specialised courts.

4. While we appreciate andsupport the need for environ-mental protection, it should berecognised that there is an im-passe on ENVIRONMENTALCLEARANCES which continuesto delay several investment pro-posals and hamper economicgrowth. Among other measures,it is worthwhile considering theintroduction of an on-line AUC-TION process for allocation ofnatural resources which will pro-vide the much needed TRANS-PARENCY and prevent discre-tionary and irregular practices.Owing to several such impedi-ments, fresh investments are notforthcoming at the pace requiredfor a rapidly growing economysuch as ours. Policy uncertaintiesand delays in approvals are forc-ing many large corporate entitiesto seek out opportunities in othergeographies.

We wholeheartedly endorsePrime Minister, Dr. ManmohanSingh's statement that economicprogress must not be hijackedby internal dissensions. There-fore, India's focus must remainsteadfast on economic reformsand growth in order to reducepoverty and ensure adequatejob creation. These national chal-lenges cannot be solved by urbanprotests and posturing.

We are working with a groupof professionals who have beenspecially commissioned by usto study issues of governanceand public accountability. Theresults of this study, when com-pleted, will be made availableto Parliamentary Committees asmay be appropriate when theseissues are discussed.

We wish to reiterate thatthrough URGENT and CONCERT-ED ACTION by the elected leadersof our country, positive trans-formation can begin to beachieved.

"I can play at any position. Ifthe team management wants meto bat up the order, I am readyfor it," Yusuf told the Times ofIndia. "Whenever I spent timein the middle, I have made itcount. Last year, I scored amatch-winning hundred againstNew Zealand and then scoredanother hundred against South

Africa. Besides, I have also scoredbig hundreds in Ranji and DuleepTrophy over the years. I enjoybatting for long periods."

Yusuf, who usually bats inthe lower-middle order for India,played what he described as the"best innings of my career" whenhe smashed 210 in 190 balls forWest Zone against South Zonein the Duleep Trophy in Februarylast year, helping his team chasea record-breaking 536.

He's been preferred in theshorter versions for his big hit-ting, but Yusuf insisted his gameis also suited for the five-dayformat.

"The T20 craze has startedonly now, but I have been play-ing first-class cricket for a decade.I would also like to play Testmatches. It's unfair to label meas one-day specialist.

"There is more to my battingthan just hitting. You can't suc-ceed at the international level ifyou have limited strokes. I canplay all round the wicket. If you

analyse my hundreds, you willsee I have scored runs on bothsides of the wicket. I like to playaggressively and that's the wayI have played cricket all my lifeand I will continue to do so."

Due to India's powerful battingline-up, with several of the bignames batting in the top order,Yusuf said it was difficult not toadopt a risk-free approach whenhe came in to bat. "More oftenthan not, one of the top-orderbatsmen scores big. The likes ofSachin Tendulkar, Virender Se-hwag, Gautam Gambhir and Yu-vraj Singh love to bat long.

"When I go in to bat, I nor-mally get five to eight overs inwhich I have to score as manyruns as possible. You can't dothat without taking risks. Some-times it pays off, sometimes not.It can go either way. But I alwaystry to give it my best shot. I won'tbe making hundreds everyday,but if my quick 30s or 40s canmake a difference, I will be ahappy man."
