This morning, governor H R Bhardwaj accepted the resignation of Justice Patil. Chief minister D V Sadananda Gow- da met governor H R Bhardwaj this morning to discuss the unsavoury de- velopments in the state. Emerging out of the meeting at Raj Bhavan, Gowda said, “We discussed the issues related to the resignation of the Lokayukta and the choice of his suc- cessor.” Refusing to comment on the resig- nation of Justice Patil, the chief minis- ter said, “I am not big enough to com- ment on his resignation. He has al- ready taken a decision and resigned. We cannot say anything more. There is no question of discussing the issue.” He said, “He is an honourable man, who has held responsible positions. PATIL MUST RELOOK AT HIS DECISION: BSY Koppal: Justice Shivaraj S Pati who re- signed from the post of Lokayukta last night should reconsider his decision, ap- pealed former chief minister B S Yed- dyurappa here today. Yeddyurappa, who is here cam- paigning for the by-election in favour of the BJP candidate Karadi Sanganna, said Patil resigned for no fault of his. “Patil’s resignation has hurt me personally. I appeal to him to have a re-think and take back the resigna- tion,” he said. “In this world, there are those who make allegations against good people. They won’t tolerate good work. We welcome his de- cision.” Justice Shivaraj Patil Raids on Sohan, Raghavendra, Sagar in city Bangalore Beat Bureau Bangalore: The Lokayukta police today carried out near simulta- neous raids on the offices and res- idences of former chief minister B S Yeddyurappa’s son B Y Raghavendra and his son-in-law Sohan Kumar in the city. The Lokayukta team, led by Lokayukta DySP Girish, raided the residence of Sohan Kumar at Seshadripuram and his office at Kumara Park. The two are accused in the land denotification scams that cost Yeddyurappa his chief min- ister’s post. At the time of going to press, the Lokayukta officials had seized some of the docu- ments and taken them to the Lokayukta office. The two persons raided are also in top positions Davalagiri Construction Company Ltd, which has been named in the re- port submitted by then Lokayuk- ta Justice Santosh Hegde. In the land denotification case, t h e Lokayukta sleuths also raided the residence of MLA Hemachan- dra Sagar. The offi- cials ar- rived at his residence behind Sagar Hos- pital in Tilak Nagar and carried out raids and seized important documents. His office on the second floor of Sagar Hospital too was raided. He too is one of the accused in the land denotification cases. Yeddyurappa told media men at Koppal, where he was cam- paigning for the by-election, said, “We had expected the raids. We are ready for any kind of investi- gation. Let the Lokayukta also conduct raids on my offices and residences.” HC posts Kattaʼs case to Sept 28 Bangalore Beat Bureau Bangalore: The Karnataka High Court today posted the case on quashing of FIR against former IT-BT minister Katta Subramanya Naidu and Katta Jagadish to Sep- tember 28. Katta Subramanya Naidu and his son, who have been arrested by the Lokayukta police for their alleged involvement in the land grabbing scam, have been in ju- dicial custody for the last two months. Katta Subramanya Naidu, who has been suffering from cancer, has applied for bail and that case too has been posted to Sep- tember 24. The Lokayukta special court yesterday extended their ju- dicial custody till October 26. The former minister had ap- proached the high court seeking quashing of the FIR filed by the Lokayukta police. Raghavendra Places near quake epicentre out of reach Gangtok: The worst-affected Mangan and Singhtam areas in quake-hit Sikkim are still out of bounds for rescue workers with massive landslides blocking key roads today. “These areas, near the epi- centre of the earthquake, are to- tally damaged. The roads from Gangtok to Mangan are blocked by massive landslides on at least 14 places,” Army officials said fol- lowing an aerial survey in the area. The earthquake has left a trail of devastation damaging roads, houses, and other structures, uprooting mobile phone towers and snapping communication and power lines. At least 41 people have been killed in the earthquake in Sikkim. Twenty-two people trav- elling in a bus went missing since last evening in the North district of Sikkim. Full report on page 4 Panel for ACD to cut train accidents New Delhi: Taking note of fre- quent rail mishaps, a parlia- mentary panel has pulled up the Railways for delay in in- stalling anti-collision devices and asked it to come out with a concrete strategy within six months to address the issue. The Standing Committee on Railways has felt that the pace of installing the anti-collision de- vice (ACD) is “not satisfactory”. The committee has directed the Railway Board to come out with a concrete strategy within six months in this regard after ex- amining all issues involved. Considering the number of accidents and consequent loss of life and property, the installation of ACD acquires paramount im- portance, the panel headed by DMK MP TR Baalu has said in its recently-tabled report in Parlia- ment. The Railways should come out with a comprehensive plan in this regard and complete the process in a time-bound manner, the report said. The Railway Ministry has maintained that ACD has been in service trial as a pilot project on Northeast Frontier Railway since July 2006. Based on experience on NFR, specifications of ACD have had to be revised to improve efficacy, reliability and avail- ability of ACD. The improved version of ACD is to put service trials on South- ern, South Central and South Western Railways covering 1600 km route that include electri- fied multiple line and automat- ic signalling sections. The committee has noted with distress that there were several incidents of collisions of trains in the recent past. Since most of the accidents are attributed to failure of railways staff, the committee has recom- mended training and refresher courses for the staff. On September 13, the Chennai Beach-Vellore Cantonment Main- line Electrical Multiple Unit (MEMU) train rammed into the Arakkonam-Katpadi passenger from behind as it was waiting for a signal at Sitheri Station, about 90 kms from Chennai, killing ten people. Though Commissioner Rail- way Safety, Southern Zone is in- quiring into the cause of the ac- cident, prima facie the reason seems to be overlooking of the signal by the loco driver. This is the third major accident in two months. On July 10 this year, 70 people were killed when the Howrah-Kalka Mail derailed near Kanpur and three weeks lat- er some coaches of Guwahati- Bangalore Express derailed in West Bengal’s Malda district and were hit by another train leaving three dead. The committee has recom- mended that the training of the staff should be a continuous process. PTI

Panel for ACD to cut train accidents

New Delhi: Taking note of fre-quent rail mishaps, a parlia-mentary panel has pulled upthe Railways for delay in in-stalling anti-collision devicesand asked it to come out with aconcrete strategy within sixmonths to address the issue.

31 firms sign up foraerospace park: OfficialBangalore: The response for set-ting up Aerospace Park at De-vanahalli near here has beenencouraging with as many as 31companies signing up for theproject, chief secretary S V Ran-ganath said today.

The state has earmarked near-ly 1,000 acres for the DevanahalliAerospace Industrial Park, whichincluded a special economic zonespread over 252 acres, Ranganathsaid, addressing the regional cel-ebrations of civil aviation cente-nary here.In the last global investors meet, the state signedMoUs worth Rs 3.8 lakh croreand next year it expects to signMoUs worth Rs 5 lakh crore, Ran-ganath said.

The state has also offered sev-eral incentives and tax conces-sions.

Infrastructure works such aslaying roads, drains and drawingpower lines we1re under way,Ranganath said.

He said that as 65 per cent ofIndia’s aerospace industry wasin Bangalore, the state was ex-pecting an investment of $110billion by 2020.

“As much as USD 80 billionwill be invested for manufactureof aircraft and another $30 billionfor creating aviation infrastruc-ture,” he said.

Ranganath also said the stategovernment was contemplating

Bangalore: India was poised towitness a nearly threefold in-crease in air passengers to 356million by 2020 and there wasneed for creating infrastructureto meet the growing demandsin the civil aviation sector, Di-rector General of Civil AviationE K Bharat Bhushan yesterdaysaid.

Speaking at the Regional Cel-ebrations of Civil Aviation Cen-tenary organised by HindustanAeronautics Limited (HAL) here,he said civil aviation was livingthrough an exciting time in termsof growth and the number of airpassengers which was at present120 million would grow to 356million by 2020.

“The growth in civil aviationsector will get a shot in arm asduring the first quarter of thisyear, the sector grew at 33 percent compared to 23 per centlast fiscal. These are excellentindicators of health of the civilaviation sector,” he said.

For the first time, the domesticaviation sector had crossed theUSD 50 billion-mark last year inits revenues.

This was possibly mainly dueto entry of low cost carriers andsupportive government policies,he said.

Bhushan said the sector sawgrowth in domestic air passen-gers to nearly two and half timesin last five years, while marketshare of all scheduled airlinesincreased between 70 to 82 percent in the last five years.

He said while Delhi would be-come the largest airport in termsof flight handling shortly due toconstraints in the Mumbai air-port, cities like Bangalore, Chen-nai, Hyderabad, and Kolkatawould emerge as the next biggestand surpase both Delhi andMumbai in the next 10 years.

“In view of the fast pacedgrowth we need to have matchinginfrastructure. It also requirestraining of large number of pilots,ground and air staff and techni-cians. PTI

State govts shouldreduce surcharge onaviation fuel: RaviBangalore: Civil aviation ministerVayalar Ravi today urged stategovernments to reduce surchargeon aviation fuel, saying airlinesare facing problems due to this.

“All state governments shouldreduce aviation fuel sales tax...Itis a burden on airline compa-nies,” he told reporters on side-lines of the ‘Regional Celebrationof Civil Aviation Centenary’ here.

He suggested states followKerala which has reduced avia-tion fuel surcharge. “It has de-cided not to impose surchargeup to a certain point, which hasbenefited airlines,” he said.

Ravi rued that states were notreducing surcharge even as nofresh surcharge has been im-posed on aviation fuel, whichwould offset hike in oil prices.

He noted that crude oil billwas hampering economicgrowth. “The hike in crude priceshas affected developing nationslike India... This has led to importbills inflate over the top,” hesaid.

On reviving cash-strapped AirIndia, he said government woulddecide how much additionalfunds could be infused into thenational carrier.

“The government will try toinfuse fresh funds. It has alreadygiven more than Rs 2,000 crore...Group of Ministers are going tomeet and discuss the issue,” hesaid.

Titan topline thisfiscal to be Rs 9K cr

Mumbai: The lifestyle and jew-ellery arm of the Tata Group, Ti-tan Industries, is planning tospend around Rs 200 crore forexpansion next fiscal and ishopeful of closing this fiscal witha topline of about Rs 9,000 crore.

“The capex this year is Rs 238crore...this will be about Rs 200crore (next fiscal). We have notplanned for next year yet, but Isuspect it will be something likethat,” Titan Industries managingdirector Bhaskar Bhat told re-porters here on the sidelines ofan event of its mass market jew-ellery brand Goldplus, where itshowcased a gold-plated Nano.

Bhat said the company is eye-ing a turnover of Rs 9,000 crorethis fiscal.

The company spent Rs 26 crorein raw material cost (80 kg gold,

15 kg silver and 10,000 semi-pre-cious and precious stone) to cre-ate the gold plated Nano. Thecompany is also celebrating itsSilver Jubilee year.

Bhat further said the car wouldbe showcased at the 29 Goldplusoutlets and later on will be dis-mantled at their factory in Ban-galore.

Bhat informed that the com-pany will open two-three newGoldplus stores this year whichwill take the overall number to31-32 this year. The company nor-mally adds 12 stores for premiumjewellery brand Tanishq and 40stores for the World of Titanshowroom. Meeting Kannada Film Cham-ber of Commerce president Bas-antkumar Patil and former pres-ident Jayamala met the chiefminister at his official residenceKrishna and told him that theformer chief minister (B S Yed-dyurappa) had promised to liftthe tax, but it was not done.

The government has been im-posing a tax of Rs 100-150 per

The gang of 10-11 members

entered the mandi around 9.45pm and attacked the owner, Ja-gadish, with sticks.

working with the motive of em-powering the sexual minoritiesand bringing forward peoplewho have hidden themselves.This project will help such peopleto come out of the closet.

As of now, this project is goingto be implemented in seventeenIndian states, covering four anda half lakh members. Pehchaan is the hindi word foridentity. We must ensure ac-knowledgment for these minori-ties. We also intend to strengthenand build the capacity of com-munity based organisations.

Pehchaan will also work closelywith people of the MTH orienta-tion (MSM/Transgenders/Hijras)to create two hundred new com-munity based organisations andstrengthen the existing ninety.

Mysore: As a part of the Dasarafestival celebrations in the city,the Dasara Yuva Sambhrama(youth festival) was inauguratedin the city this morning.

Places near quake epicentrestill out of reach in Sikkim

Gangtok: The worst-affectedMangan and Singhtam areas inquake-hit Sikkim are still out ofbounds for rescue workers withmassive landslides blocking keyroads today.

"These areas, near the epi-centre of the earthquake, are to-tally damaged. The roads fromGangtok to Mangan are blockedby massive landslides on at least14 places," Army officials saidfollowing an aerial survey in thearea.

The earthquake has left a trailof devastation damaging roads,houses, and other structures,

uprooting mobile phone towersand snapping communicationand power lines.

At least 41 people have beenkilled in the earthquake inSikkim. Twenty-two people trav-elling in a bus went missingsince last evening in the Northdistrict of Sikkim.

The North district headquar-ters of Mangan, located 65 kmfrom Gangtok, seems to be totallydevastated, officials said.

Both the routes to Mangan arecutoff by landslides and devel-oped huge cracks following theearthquake. Efforts are being

made to provide relief and rescueoperations to the affected peoplein this area through helicopters,officials said.

Food packets have beendropped in the inaccessible areasof the state. Army troops, NDRFteams and disaster managementauthorities are working round-the-clock to clear the debris andopen roads. Relief efforts havebeen hampered by torrential rainand landslides in most areas ofthe state. A team of NDRF hasbeen trying to move throughSinghtham to reach Mangamand provide relief material to

the affected people.A PTI correspondent visiting

earthquake-hit areas of Sikkimreported that people are still ina state of panic.

People are so scared that theyare not entering their houseswhich have developed cracks orhave got tilted after the earth-quake. Many people were foundsitting on roadsides, publicplaces and near temples.

Tourists are yet to get over theshock. They have not yet beenable to leave Gangtok and otherplaces of the state as the roadsare either damaged or blocked

by landslides."We can return only after the

roads open. We are still in shockand cannot forget the momentwhen the earth shook heavily.Most of the time we are stayingoutside," Joy Basu, who camefrom from Sodepur near Kolkatawith his family, said.

Power and telephone lineshave been restored in Gangtok.

But the fringe areas of thetown are enveloped in darknessand cut off from the rest of theworld. All telephone connectionsoutside Gangtok are still out ofservice. PTI

Life limping back to normal in N BengalSiliguri: Life in quake-hit northBengal is limping back to normalfollowing restoration of commu-nication links and power evenas Chief Minister Mamata Baner-jee left by road for neighbouringSikkim this morning to visit thequake-devastated state and pro-vide support.

"The weather has improvedtoday and relief and rescue op-erations are in full swing in theaffected areas," West BengalADG (Law and Order) SurojitKar Purokayastha told PTI.

There is no further report ofany casualty from the quake-hit north Bengal districts, where

nine deaths have been reportedtill yesterday, he said.

Banerjee left for Sikkim afterpersonally overseeing relief andrescue operations in north Ben-gal yesterday.

NH-31A, the lifeline of Sikkim,was reopened last evening afterclearing quake-triggered land-slides at several places betweenSiliguri and Gangtok.

"The Chief Minister has startedfor Sikkim to extend all help tothe people there. West Bengalhas already sent food and med-ical aid to Sikkim," Union Min-ister of State for Shipping MukulRoy, who is accompanying her,

said.He said Banerjee will visit

Gangtok and places on the waywhich bore the brunt of Sunday'stemblor of 6.8 magnitude.

The Chief Minister took stockof the situation in a series ofmeetings with senior officialsto ensure speedy rescue and re-lief operations, treatment of theinjured people and restorationof communication lines in theaffected districts, official sourcessaid.

Apart from the most affectedDarjeeling hills and Siliguri, Jal-paiguri and North Dinajpur dis-tricts have also been affected by

the earthquake, the sources said.Power supply has been re-

stored in the Hill subdivisionsof Darjeeling, Kalimpong andKurseong as also here.

Road connection betweenhere and Darjeeling is unaffect-ed.

Efforts are now on by BorderRoads Organisation, army andPWD to reopen roads in the up-per reaches of Sikkim, thesources said.

With the roads now cleared,the stranded tourists have startedreturning from several destina-tions in north Bengal andSikkim, they added.

Clashes sparked by Talibanattack leave 19 dead in Pak

Islamabad: At least 18 militantsand a soldier were killed todayin clashes that erupted afterheavily-armed Taliban fightersattacked a security check postin Orakzai tribal region of north-west Pakistan.

The militants attacked thecheck post with rockets and au-tomatic weapons, killing a soldierand injuring five more.

The security forces repulsedthe attack and killed 18 militants,state-run PTV reported.

The troops called in helicopter

gunships to provide air support.The helicopters shelled mili-

tant positions in the mountain-ous Dabori region of Orakzaitribal agency and destroyed fourbunkers.

Sixteen militants were also in-jured in the fighting, the reportsaid. The report could not be in-dependently confirmed as jour-nalists are barred from travellingto the area.

Orakzai, a former strongholdof the Taliban, is the only one ofPakistan's seven tribal regions

that does not border Afghanistan.Pakistani forces conducted a

major operation against the Tal-iban in Orakzai in March lastyear.

The troops declared an endto the military offensive in Juneafter announcing that the regionhad been fully cleared of Tal-iban.

However, local residents claimthat while the lower part ofOrakzai has been cleared, thesituation in the central and upperparts has not changed much.

Dehra Dun: The Uttarakhand government hasinitiated the process of drafting a strong and aneffective Lokayukta bill and intends to bring theoffice of Chief Minister under its ambit, chief min-ister B C Khanduri said.

After a meeting with Team Anna comprisingArvind Kejriwal, Prashant Bhushan and KumarVishwas here last night, Khanduri said the dis-cussions with the members were part of theexercise to make the bill strong so that it cankeep an effective check on the corruption, anofficial release today said. The Chief Minister saidthe Lokayukta bill would soon be introduced inthe state Assembly. Team Anna members had ar-rived here yesterday on the invitation of the ChiefMinister to give their suggestions for a tough andeffective Lokayukta bill against corruption.

Minister on September 11, Khanduri had declaredthat his government would bring a fresh strongLokayukta bill where suggestions of Jan Lokpaldraft bill of Anna Hazare would also be incorpo-rated. Khanduri said the suggestions from otherinstitutions and organisations have also been in-vited to make Lokayukta stronger and more ef-fective. The Chief Minister also told the membersof Team Anna that the State Government has cre-ated a separate department for good governance,corruption elimination and public service, whichwould also carry out regular monitoring of theseworks. Listing the steps taken by him against cor-ruption, Khanduri said directives have been issuedto ministers and officials of the state to declaretheir assets by October 15.

A decision is also being taken for public utili-sation of benami property in the state, he added.

No US ultimatum to Pakistani on Haqqani network, says Khar

Islamabad: Pakistani ForeignMinister Hina Rabbani Khar hasrejected the impression that Sec-retary of State Hillary Clintonhad given her an ultimatum toattack the Haqqani network,blamed for a recent attack onthe US Embassy in Kabul.

"There are some mispercep-tions about the three-and-halfhour meeting I had with Secre-tary Clinton...There were no ul-timatums from either side," Khartold reporters in New York.

Pakistan has a "relationshipof choice" with the US on the

basis of mutual interests, shesaid. The Pakistan-US relation-ship is an important one and"no one is a hostage in it", saidKhar, who is heading Pakistan'sdelegation to the UN GeneralAssembly session. She added:"Pakistan is in it (the relation-ship) by choice." Unnamed USofficials were quoted by the West-ern media as saying after Sun-day's talks between Khar andClinton that the issues of count-er-terrorism and the Haqqaninetwork were the thrust of thediscussions. However, Khar con-

tended that her meeting withClinton was not "uni-dimension-al" or devoted to a single issueas it covered all issues of interestto Pakistan and the US. "It wasintense but very constructive,"she said.

Both sides had candid discus-sions on a wide range of issueswith a view to improving bilateralties, she said. Both the US andPakistan, Khar said, understandthe need to cooperate and builda partnership. Pakistan hadmade "big" sacrifices in com-bating terrorism as it had lost

some 30,000 citizens and 5,000security personnel in the war onterror, she said.

"We need to be assisted, notrecriminated. There should beno public recrimination. Thismust stop," she said.

Pakistan even paid a heavyprice for arresting Al-Qaedaleader Younis al-Mauritani inQuetta recently as 30 people losttheir lives in a revenge attack,Khar remarked. Pakistan is com-mitted to rooting out terrorismand is fulfilling its obligationsin this regard, she said.

US wants 'New Silk Road' inCentral Asia to trade with IndiaNew York: The United Stateshas backed a "New Silk Road"through Central Asia to boosteconomic connectivity across In-dia, Pakistan and Afghanistan,with the Secretary of State en-visaging a trade network in theregion where a "Pakistani busi-nessman can set up shop in Ban-galore".

Hillary Clinton discussed theneed for the New Silk Road withPakistan's Foreign Minister HinaRabbani Khar in a meeting hereon the sidelines of the UN Gen-eral Assembly, senior US officialssaid.

The officials said Clinton's vi-sion of the new silk road en-compasses "an economic spacebetween Central Asia and India,Bangladesh."

Such a route will be a modern day manifestation of the historical silk road, throughwhich South and Central Asiannations connected with eachother for trade and cultural ex-changes.

Indian merchants used totrade spices, gems and textilesfrom the Great Wall of China tothe banks of the Bosphorusthrough this silk route.

The new Silk Road would notbe a single thoroughfare like itsnamesake, but an internationalweb and network of economicand transit connections, officialssaid.

"That means building morerail lines, highways, energy in-frastructure, like the proposedpipeline to run from Turk-

menistan, through Afghanistan,through Pakistan into India. Itmeans upgrading the facilitiesat border crossings, such as Indiaand Pakistan are now doing atWagah," they said.

The New Silk Road would alsofocus on removing bureaucraticbarriers and other impedimentsto the free flow of goods andpeople.

Today, an Indian businessmanhas to import cement from South-east Asia instead of from theflourishing cement industry nextdoor in Pakistan, while a traveler

going between India and Pak-istan not only has a difficult timegetting a visa he also often hasto be routed through airports athousand miles away just to getacross the border.

But a new silk road aims toeliminate hassles for people andgoods to cross borders.

Such a trading structure willhelp an entrepreneur in Chennaito put her products on a truckthat travels uninterruptedthrough Pakistan, throughAfghanistan, to her customer inKazakhstan. It would mean that

a Pakistani businessman shouldbe able to open a branch in Ban-galore.

Officials said the Silk Roadstrategy would also essentiallyhelp Afghanistan become eco-nomically self sufficient. It wouldgive impetus to big regional proj-ects like the Turkmenistan-Afghanistan-Pakistan-Indiapipeline.

They said while it will taketime to realise such cooperation,it will be in the interest of India,Pakistan, Afghanistan as wellas other nations.
