While fourteen foreign navies participated in the previous edition of MILAN in 2012, MILAN 2014 is slated to be the largest ever gathering with the participation by navies and maritime forces of 17 countries. MILAN is a congregation of littoral navies conducted biennially by the Indian Navy at the Andaman and Nicobar Islands, under the aegis of the Andaman and Nicobar Command (ANC). “Besides fostering co-operation through naval exercises and professional Port Blair, Jan 22:Two Onge couples got married at Dugong Creek, Onge settlement on 19.01.2014 as per the Onge tradition and customs. The Onge couples are TIGULEGE S/o Late Tambolai with KUSI D/o Oroti and UMAKABEGI S/o Late Bulambegi with DANGETEBEGI S/o Late Kanju. Ramzan Begum, a school teacher, her daughter was harassed and mentally tortured. The aim ofthe event was to spread theawareness about preservingthe rich flora and fauna of thefragile ecosystem of A&NIsland to the local populacebesides also improving over-all standard of fitness andphysical well being of the CGpersonnel.The event was

Andaman and Nicobar Command ConductsMultispeciality Medical Camp at Hut Bay

Port Blair, Jan 22: On direc-tions of the CINCAN afterhis visit to Little Andaman,Andaman and Nicobar Com-mand organised a Multi-spe-ciality Medical Camp at HutBay on 17 Jan 14. The campwas conducted by INHSDhanvantari in conjunctionwith ICGS Hut Bay and thelocal Primary Health Centre(PHC). The camp evoked anenthusiastic response fromthe local population. Thecamp was inaugurated jointlyby Commandant KL Arunand Dr Helen Officer inCharge PHC, Hut Bay. Spe-cialists in Ultrasound andGynaecology examined overninety seven patients includ-ing small babies, expectantladies and elderly people. Ul-trasound scanning of ladiesand sick patients was carried

EDITORIAL.....UPA complacency on

reforms and judicial activismare asphyxiating the economy

When in 2001 Goldman Sachs coineda term for the largest, most influentialemerging markets in the world, eventhe giant investment bank could nothave predicted how popular the termwould become. Bric countries, i.e.,Brazil, Russia, India and China,Goldman Sachs predicted, would bewealthier than most of the traditionaleconomic powers by 2050.

China and India, in particu-lar, were slated to become the world'sdominant suppliers of manufacturedgoods and services. The Bric progno-sis held good then, but may not nec-essarily for one of the Bric constitu-ents if one does a reality check on theIndian economy.

A decade after the P VNarasimha Rao government was com-pelled by circumstances and began re-forms to pull the economy from thebrink of bankruptcy, in 2001 the Indianeconomy hit a purple patch with ac-celerated and well-thought-out re-forms during the NDA regime. Manypubl ic sector companies wereprivatised, among them Maruti, VSNLand Balco. That's not all — the Elec-tricity Act, 2003, was revamped, thetelecom sector was opened up and theGolden Quadrilateral project waslaunched.

The Indian economy weath-ered the 1997-98 Asian financial cri-sis, the bust and even the post-Pokhran sanctions. It seemed India'seconomy could weather any storm.From 2003 to 2008, the Indian economygrew at a spectacular 8-10%.

That was then. Now, the irre-pressible Indian economic juggernautis struggling to maintain even a 5%GDP growth rate. Indeed, the optimismwhich typified India's economicgrowth story has vanished. Econo-mists now consider the current grimgrowth rates as "the new normal". Theheady days of India's growth storyseem over; it's now all doom andgloom.

While the jury is still out onwhat went wrong, i believe that suc-cessive UPA governments have mis-erably failed to capitalise on reformsof the past decade for three clear rea-sons: rampant and shameless corrup-tion, a complete lack of planning,policy and direction and an arrogantrefusal to accept reality. The currentdistrust in politicians and legislatorsis natural and understandable and this,in turn, has led to a rise of PILs, whichpeople view perhaps as their last re-sort.

The economic climate suf-fered a further blow from the inevitablejudicial activism which, with the great-est respect to the institution, has beendisproportionate at times and unmind-ful of the real victim. Tersely put, thejudiciary in its anguish against cor-ruption, lethargy and tardiness in gov-ernment actions has repeatedly usedthe proverbial sledgehammer to killmany a fly. This has made matters evenmore challenging, adding further un-

certainty for investors and virtuallydriving away much-needed foreigninvestment. FDI inflows in FY13 de-clined to $26.9 billion from $32.9 bil-lion in FY12.

Projects worth Rs 12 lakhcrore continue to await clearance. Defacto admitting that bottlenecks werestunting economic growth, the gov-ernment has been forced to form acabinet committee on investment toexpedite projects, which again has nottaken flight, except a few projects suchas the Jet-Etihad and Tata-SIA deals.

The telecom sector, once thedarling of the investment community,has seen FDI virtually dry up. It is reel-ing under the double whammy of ever-changing regulatory environment andthe after-effects of Supreme Court ac-tion in the 2G scam. The telecom regu-lator and the government continue tochange the playing field with spectrumpricing.

The power sector is reelingunder a massive financial strain. Acutefuel scarcity has stranded more than33,000 megawatts (MW) of power gen-eration in India, and if the situationdoes not improve dramatically, Indianbanks could be staring at a bad debtof more than Rs 1 trillion. Endless de-lays caused by necessary permissionsand prolonged judicial interventionhave severely affected the viability ofeven nuclear power projects such asKudankulam.

Despite 28.5 billion tonnes ofiron ore resources — and from beingthe world's third largest exporter of ironore — India has turned an ore im-porter. Indian corporate sector (and byconsequence the banking sector) issitting on a debt time bomb. Bank loansto infrastructure sector have grownover 100 fold in the last 13 years toalmost Rs 8,00,000 crore. The cumula-tive impact of sluggish growth acrosssectors is increasingly felt by the com-mon man as employment outlook re-mains bleak. Even if you disregard sta-tistics, industry sentiment is that ofdespair and gloom.

The average Indian has hitback and voted against UPA in recentassembly polls, especially in Delhiwhere AAP's performance has aston-ished all political pundits. BJP won athumping majority in Rajasthan andMadhya Pradesh and fell tantalisinglyshort of a majority in Delhi — a damn-ing indictment of UPA-II. Economicgrowth alone may not win elections,but an economy in free fall is a sure-fire recipe for losing an election.

With general elections slatedfor April, India's aam admi must votefor a government that will restore asense of well-being to the economylike it prevailed 10 years ago. One canhope that the judiciary will then exer-cise restraint that it has traditionallyshown in not delving into matters ofeconomic policy.

Why e-vehicles in Indiacan't reduce air pollution

WASHINGTON: Even theelectric cars or battery-oper-ated rickshaws on Indianroads are not sufficient totame the air pollution.

Researchers fromNorth Carolina State Univer-sity in the US found that evena sharp increase in the use ofelectric drive passenger ve-hicles (EDVs) by 2050 wouldnot significantly reduce emis-sions of high-profile air pol-lutants like carbon dioxide,sulphur dioxide or nitrogenoxides.

"We found that in-creasing the use of EDVs isnot an effective way to pro-duce large emissions reduc-tions," said senior author Jo-seph DeCarolis, an assistantprofessor at NC State.

The researchers ran108 different scenarios in apowerful energy systemsmodel to determine the impactof EDV use on emissions be-tween today and 2050.

They found that,even if EDVs made up 42percent of passenger vehiclesin a country, there would belittle or no reduction in the

emission of key air pollutants,said a paper published in thejournal Environmental Sci-ence and Technology.

'EDVs' includes hy-brid, plug-in hybrid and bat-tery electric vehicles.

"It's because some ofthe benefits of EDVs arewiped out by higher emissionsfrom power plants. Anotherfactor is that passenger ve-hicles make up a relativelysmall share of total emissions,limiting the potential impact ofEDVs in the first place," saidDeCarolis. "From a policy

standpoint, this study tells usthat it makes more sense toset emissions reductions goals,rather than promoting specificvehicle technologies with theidea that they'll solve theproblem on their own."

The key factors inencouraging use of EDVs areoil price and battery cost.

If batteries arecheap and oil is expensive,EDVs become more attrac-tive to consumers.

"That's consistentwith results from other stud-ies," DeCarolis added.

Chilika lagoon named'destination flyways' by United Nations

World Tourism OrganizationBhubaneswar: Odisha'sChilika lagoon, which is ahotspot for biodiversity, hasbeen named 'destination fly-ways' by United NationsWorld Tourism Organization(UNWTO) following its in-clusion in a list of eight suchsites worldwide.

Official sources saidthe lagoon was so named forits sustainable and resilientdestination for migratorybirds. The UN's body arm,under the project “DestinationFlyways”, will help ChilikaDevelopment Authority(CDA) develop strategies forprotection of migratory birdsthrough creation of innovativetourism and livelihood prod-ucts with funding supportfrom Federal Ministry for theEnvironment, Nature Conser-vation and Nuclear Safety ofGermany.The UN body’s armon tourism and biodiversitywould assist in developmentand implementation of strat-egies and projects linking sus-tainable tourism and livelihoodresources. Chilika is the onlysite to be selected from Asia

by the UNWTO and wasrecommended by six interna-tional agencies such as Sec-retariat of the Convention ofBiological Diversity, Conven-tion of Migratory Species,Ramsar Convention Secre-tariat, World Heritage andMan and the BiosphereProgrammes of UNESCO.

Pulse Polio drive covers 89 percent children in Kochi district

A total of 2,03,405 childrenhave been administered oralpolio vaccine in the district aspart of the Pulse PolioImmunisation (PPI)programme. With this, the dis-trict achieved 89.33 per centcoverage in the polio eradica-tion drive.

The target was2,27,698 children. Health vol-unteers were expected tocover the rest of the childrenon Monday and Tuesday, saidthe district health authorities.The volunteers administeredvaccine to 4,391 children ofthe migrant population in thedistrict.

Minister K. Babu in-augurated the district-levelPulse Polio Immunisationprogramme. “We need to re-vive the acclaimed healthmodel of the State,” he said.

Benny Behnan,MLA, presided over the func-tion. He called for upgradingthe medical college atKalamassery as one of thebest institutes in the State.
