Parking petition at theCrescent Westshopping paradeIn July 2013 about 350 residents, shop andbusiness owners signed a petition askingEnfield for help with the difficult parkingarrangements outside the parade of shops.The Hadley Wood Association was involved

and after discussion with all the businesseson the parade and with the intention toimprove customer attendance the petitionproposed a one hour free parking periodfollowed by a two hour chargeable periodenforceable between the 0900 and 1700hrs. In response the Council commenced a

three stage consultation process startingwith a questionnaire sent out on March 3rd

to the shop owners and businesses ofCrescent West as well as to residents in thevicinity. The document points out that theCouncil is seeking the views of traders,businesses and residents and that allcomments received by Friday 21st March‘will be carefully considered by the Councilbefore a decision is made and that if it isdecided to proceed with introducing Payand Display a further statutory consultationwill take place’.Their proposals were to replace the peak

hour restrictions outside the shops with aPay and Display parking bay in front of theshops and between the bus stop andaccess to No.33 Crescent West. Loadingbays would be considered.

The on-street charges would be as follows:Up to 15 minutes £0.30pUp to 30 minutes £0.60pUp to 1 hour £1.20pUp to two hours £2.40p

Further discussions with the shop ownersand businesses suggest that the majorityare NOT in favour of this proposal and are unhappy with the absence of any free parking period. Most feel that these proposals would reduce customerattendance and that if a free parking period was not possible then the currentsystem should continue. Insupport of these sentiments he is not newto community engagement already servingas a Governor of Hadley Wood PrimarySchool and organizing successfulfundraisers for a well known disabledchildren’s charity. “What about HadleyWood?” I continue. “I think it is reallyimportant for local representatives to knowtheir area and its issues” Jason replied.“Hadley Wood has a unique and specialcharacter and it deserves a loud and clearvoice. Conservation of our Green Belt andsupporting our local businesses areimportant objectives to name just two” He isvery interested in the Government’s plansfor Neighbourhood Forums and is alreadysitting on a small HWA committeeresearching this option. “Not to mention ourparking issues” he adds wryly. HadleyWood understandably given its relativeaffluence, has always come well down thepecking order in the Council’s list ofconcerns. Nevertheless when appropriate

we need someone on our side and with theloss of Paul McCannah from the CouncilHadley Wood would clearly benefit from ahomegrown representative. Here is atalented and local young man trying for aplace in local affairs. We wish him well.Rod Armstrong

Jason CharalambousIt was only when I became involved with theHadley Wood Association that theimportance of having good local councilorsreally dawned on me. So it was with greatinterest that I met Jason Charalambousnow selected by the Conservative Party asa candidate for the Enfield Council electionsthis May.I asked him how the process of selection

worked. He replied “After expressing myinterest in standing, I went through aselection process by the local political partyI support. In my case the Enfield SouthgateConservative Party”. He was selected forCockfosters ward (that’s us) along with twoother candidates, Andy Milne and MichaelLavender. A total of three councillorsrepresent each ward and the election will beon May 22nd.I asked Jason about his background.

Born in Hadley Wood, he attended HadleyWood Primary School, then Haberdashers.From there he went to King’s CollegeLondon to study Law before being Calledto the Bar at the Middle Temple. He thenworked in the City and qualified as aSolicitor.Why a councillor? “Well” he replied,

If the vehicle is not returned at the agreed time the Dealer reserves the right to charge the driver £100 for late delivery. If necessary, this will be deducted from the driver’s credit/debit card account. The customer will be required to sign a handover document for receipt of the vehicle. This will detail the fuel level and note any defects in the condition. Vehicles must be returned with the same amount of fuel as noted on the delivery sheet. If the vehicle is returned with less fuel, there will be a charge applied for the amount of fuel used plus an administration fee of £15. The mileage allowance for the extended test drive is 200 miles. Any excess will be charged at 10p plus VAT per mile. Any damage incurred shall be the responsibility of the driver, and the Dealer reserves the right to charge for any such damage, by means of a deduction from the driver’s credit/debit card account. Extended test drive vehicles cannot be taken abroad. Any property carried or left in the vehicle is at the driver’s own risk. Drivers must ensure that any personal belongings are removed from the vehicle at the end of the loan, as the Dealer will not be held liable for any loss or damage. No accessories or parts are to be removed from or a�xed to the vehicle. The driver will be responsible for payment of any congestion charges and fixed penalty fines incurred during the extended test drive. The Dealer reserves the right to decline or withdraw/terminate the extended test drive and its use at any time without prior notice.

Completion of therailway path.Last Autumn Sustrans, a charity devoted tosustainable and safe transport (eg cycleand pedestrian ways throughout the UK)upgraded the path which runs parallel tothe railway northwards from Hadley WoodStation to Waggon Rd. Bryn Lockwood theSustrans Area Manager for North London isin charge and has taken pains to discussall the work involved with neighbouringresidents, the Hadley Wood Association as

well as Enfield Council and variousexperts.The last part of this ‘permissive

pathway’ is now underway as it runsthrough the woods on Hadley WoodAssociation ground. The contractorshave dug out about 150 mms of theexisting path’s topsoil to create a solidfoundation for a tarmac surface.Sustrans point out that ‘the tarmac willquickly weather and be softened byleaf fall as the path passes though thewoods. The path will curve slightly and

efforts will be madeto avoid damagingtree roots. Small treesoverlapping the path willbe cut down but newsaplings will be planted forevery tree removed. Tomitigate the impact of theconstruction log piles willbe left to create insecthabitats and bat and birdboxes placed in thewoods. The path willemerge onto WaggonRoad a few metres to theeast of the existing oldgate posts which will givebetter alignment for cycles

joining and leaving the carriageway as wellas greater visibility and safety forcycles/pedestrians for traffic on Waggonroad. Access to the path will be controlledby an array of bollards. This will slowcyclists down and deter unauthorized usewhile maintaining access for wheel chairusers, pedestrians with buggies and cycles.Unauthorised use by motorcycles is aconcern which should be monitored.Enfield Council will review access controls ifunauthorized use occurs and causesproblems to residents and other users ofthe path and open space’.HWA

QUIZ NIGHT Saturday 15th March 2014

Once again, by popular demand, the Friends of Hadley Wood School are bringing you their annual fundraising Quiz Night. The evening is always a lot of fun, and consists of a general knowledge quiz, a bar, and a fish and chip supper. The quiz is not just for the eggheads and brainboxes amongst you there is something for everyone. Why not support your local school and have fun at the same time? Up to eight people can be on each table so you can either build your own team or we can arrange for you to sit on another table so that you can make new friends. All are welcome! WHERE? Hadley Wood School, Courtleigh Avenue WHEN? Saturday 15th March 2014 WHAT TIME? 7pm arrive for a 7.30pm start. The bar will stay open after the quiz has finished so there will be time for extra socialising then. HOW MUCH? Each ticket is £15 which includes a fish and chip supper. WHAT ELSE? There is a maximum of eight people on each team so you can either get a team together or buy individual tickets. There will also be a bar and a raffle. Hadley Wood’s Women’s InstituteThe ladies of the Hadley Wood WI do know how to enjoy themselves. Apart fromthe monthly meetings they have a Sew and Chit Chat group which has more chatthan sew with lots and lots of laughs over cake and tea. Marion Jones was lastmonth’s excellent hostess. Councillor PaulMcCannah retires.We are sorry to report that PaulMcCannah is retiring from theCouncil. A Conservative Councillorsince 2002 Paul moved with hisfamily to Hadley Wood in 1987 andnow lives in Cockfosters. His mainwork is with the Local GovernmentAssociation (LGA), the national lobbyingbody for all the councils in the country. (InLondon, if you are not of retirement age, itis usual for councillors to work full-time andthen carry out their council duties in theevening and at the weekends). Paul hasbeen a councillor for 12 years and will standdown in May. He has no current plans forfuture elected politics though he admits thatone never knows what might happen inthe future. Paul has always been easily available,

quick to reply to messages and effective.He has, from the perspective of HadleyWood, made many valuable contributionsto our lives and environment. He washeavily involved in the successful campaignagainst the proposed expansion ofMiddlesex University in Trent Park a fewyears ago. This would have had a veryadverse impact on local people who loveand use the park. He has worked closelywith the Hadley Wood Association and localresidents to successfully secure funding forthe new playground and the resurfacing ofthe car park. Outside of Hadley Wood hehas particularly sought to help thoseresidents living in areas of deprivationwhich can be found even in the generallyaffluent Cockfosters Ward. His most difficult

issues have been planningdisputes between neighbours.He comments “the issue israrely 100% clear cut but youwill always end up upsettingone of the parties (orsometimes both!)”. We askedPaul why he had resigned “Forme, 12 years is enough. I havegreatly enjoyed my time as a

councillor but I think that now is the time togive an opportunity to someone with freshideas”. So it is goodbye to Paul at least for the

time being. He will be very much missed byeveryone here and we would like to warmlythank him for all his efforts on HadleyWood’s behalf. We wish him well in thefuture. The Hadley Wood(Residents) Association.HWA

Neighbourhood ForumsThe Government’s Localism Act of 2011introduced statutory NeighbourhoodPlanning to England. It allows communitiesto draw up a Neighbourhood Plan forguiding ‘development, regeneration andconservation’ in the area. Grants areavailable, councils must give assistanceand already many communities are puttingforward their applications. What aboutHadley Wood?The Hadley Wood Association has set up

a working party to consider whether to forma Neighbourhood Forum. The groupincludes a Councillor (Anne-Marie Pearce),an urban design planner (Esther Kurland),solicitor (Jason Charalambous), mapping

expert (John Leatherdale) and two localresidents (Tony Floyd and Rod Armstrong). The steps needed to be taken are

several. First a map of the proposedNeighbourhood has to be agreed upon andsubmitted to the Council for designation.Then a Neighbourhood Plan has to beprepared. This has to include localpartnerships, the collection of an evidencebase and the formulation of a policy. TheForum has to include at least twenty one(21) people who will lead and co-ordinatethe plan making process. This group haveto be a diverse cross section of thecommunity with representatives of localbusinesses, a wide age range, ethnic mixand residents of different economic means.Other organisations can be employed toassist if the community has sufficientfinancial strength to get professional help.After full community consultation this planis submitted to the local planning authoritywho will check that proper procedures have been followed. At that stage,assuming the plan is acceptable, therefollows a period of publicity and a publicreferendum organized by the Council.It is clear from reading the advice on the

Neighbourhood Forums that this is aserious planning operation requiring timeexpertise and effort. Do we need one? Opinions differ but it may be that with a

Neighbourhood Forum in place we as acommunity will be less likely to be justhelpless onlookers when future develop-ments are being planned in our area.What do you think? Have a look at the My

Jimmy, Ivy and Diane bought their housein Claremont Road off plan in 1960, itwas the first house in the road and theylived there ever since. Jimmy spent hislife involved in music starting at the ageof 8 with his brother playing regularly forthe BBC and taking part in manyChildren's Hour programmes. He wasthe leader of the RAF Command bandserving in Persia, Iraq, Syria, Palestine,Egypt and Italy between 1939-1949 andappeared with many world famousentertainers. He worked at Boosey andHawkes from 1933-1960 starting as postboy and rising through the ranks toChairman of the South Africa divisionwhere he spent 8 years. He then workedas Managing Director for HammondOrgans until 1974 and was a member ofHarold Wilson's promotional team toRussia, Poland and Hungary. Afterestablishing his own company, Mr Music,a retail chain specialising in musicalinstruments with an educational focus,he retired in 1985.Diane followed her father into the

music industry and worked at Chappellsof Bond Street and latterly with him at MrMusic. They were both familiar andpopular faces around Hadley Wood andwill be missed by all who knew them.Christine McCormick

Anxious to see the revamped Market inaction I went to meet Jane Northam whohas a stall there. She and a friend Helen run a company called Chalk and Stone(www.chalkandstone.co.uk). They sourceand renovate vintage furniture and homewares as well as designing and making softfurnishings, jewellery and gifts. It was notreally the best time to visit. The night beforehad been very windy with gales all over theUK. By the time we arrived at 10.00 am itwas still cold with enough of a breeze tocause the canopies to flap and lightweightitems to move stealthily off the counters.Not expecting to see much activity I was

surprised to see that all the stallswere in action, the whole placelooked clean and well organizedand even though the conditionswere chilly there were plenty ofcustomers. “How are the stalls setup” I ask Jane, imagining she andHelen battling to get the canopy upbefore the market opened. Janeintroduced me to Nick. Nick worksfor Saunders Markets whomanages this and several othermarkets including New CoventGarden. He looks like a man to bereckoned with and it was he (andhis team) who got to the site about0300 hrs and put all the stalls andthe canopies in place. “What is it like working here?” I

ask looking around. “Friendly”replies Jane, “everyone is verysupportive of one another and weall have the same ambition to see the market thrive. “And whatabout customers?” “Nice” saysJane, “ Chatty. And there is alwaysa steady flow of people of all agescoming by”. Remembering how the market

looked before the upgrade I had a look round. Much better. Thedismal hoardings have gone, it has been resurfaced and treesplanted. As usual the market openson Wednesdays and Saturdays from 7.00am to about 4.00pmsometimes closing a little earlier inwinter. At other times it doubles upas a car park. Currently there aretwo lines of stalls and a crosspieceat the Spires end of the site withparking for the vans over the

Late last year the whole of Hadley WoodSchool took part in a speech week tomark the inaugural event of a newlylaunched Arts Trophy, aimed to raise theprofile of the Arts in the curriculum.Our ‘Value of the Month’ was

‘inspiration’. During their Literacylessons, the children listened to inspiringspeeches. They wrote, edited andimproved and then performed their ownspeeches to an audience of their peers.Two finalists were chosen from each yeargroup and entered the Grand Final.During the final, the children, ranging

from 5 – 11 years old, performed theirspeeches to an audience of 210 childrenand a panel of judges made up of BeverlyBenson (Headteacher), Karen Fernandes(Chair of Governors) and RosemaryKeane (a much loved, former teacher).The topic of their speeches ranged

from a best friend to Tony Blair, from aDad to Martin Luther King. Eachindividual performed with passion andarticulation that exceeded their years andmade the panel’s job to find an overallwinner a real dilemma.The overall winner was judged to be a

little girl named Yasmin (7 years old), whowrote and performed a beautiful speechabout her older sister who was studying tobecome a lawyer. The judges commendedher on her sincerity and persuasiveness.The 210 strong audience left the hall to

the tune of ‘celebrate good times’ and havesince seemed much more confident in theway in which they speak publicly. Theschool used some of this confidence in anEnfield-wide debating tournament recentlyreaching the semi-final and only just missing

out on a place in the final. The school isvery proud of their achievements.The next competitions for the coveted

Arts Trophy is a traditional spelling bee,where children of all ages will be askedto spell some very tricky words and ashort story writing competition, based onthe BBC Radio 2 500 words competition.Exciting times ahead for the children at
