Items for this report are submitted by the Hayden Police Department and reflect information available at the time of the report.Feb. 16 Received a report from Asarco of a male subject spotted walking in the desert area near Smithco and Hayden High School. A canvass of the area resulted in negative contact.Feb. 17 Agency assist with a medical problem in Hayden. A burglary was reported on 1st St. in Winkelman. Missing was copper wiring valued at $100.

Extra patrol was requested on the 200 block of Essex. A vacation house check was requested.

Kearny Police ReportFeb. 19 Aaron Kent Goodridge, 31 of Kearny, was arrested for violating a court order. He was transported to Florence and booked into the Pinal County Adult Detention Center. A 17-year-old female juvenile was arrested for domestic violence/attempted assault/criminal damage. She was transported to Florence and booked into the Pinal County Juvenile Detention Center. Suspicious activity was reported on the 200 block of Fairhaven. Three verbal warnings

were issued for park curfew violations.Feb. 20 During a routine check, a light was found on at the Southern Baptist Church. Doors and windows were checked and everything was secure. During a routine check, a light was found on in a vacant residence on the 200 block of Victoria Circle. Everything was secure. Report of cattle in area of Kearny Lake. Extra patrol was requested.Feb. 21 Suspicious activity was

investigated at Ray High School. Two reports were received of cattle on Old Hartford Rd. Citizen assist on 400 block of Greenwich. Other calls included eight ambulance runs and nine information reports.

All persons arrested are presumed innocent until proven guilty in a court of law.Feb. 18 Teresa D. Caldera, 37, Kearny, was arrested in the 33000 block of N. Walnut Canyon, Kearny, on a failure to appear warrant. She was transported and booked into the Pinal County Jail in Florence.Feb. 20 Charles Anthony Vega, 37, Hayden, was arrested in the 700 block of Alden Rd., Kearny, and was charged with theft and trafficking in stolen property. Sheriff’s Report FLORENCE, AZ – Pinal County Board of Supervisors’ Chairman Steve Miller today outlined his budget priori-ties for the upcoming budget discussions that begin Febru-ary 27. “By outlining my objectives for the coming year, I hope to signal to my colleagues on the Board of Supervisors and the other elected officials

what my priorities and goals are and, hopefully, set a tone for future funding discus-sions,” Chairman Miller said. “We need to tighten our belt and curtail spending again this year,” he said. His twin priorities are:• No increase in the prop-erty tax rate. Pinal County already has the highest pri-mary property tax rate and the

second highest tax burden of Arizona’s 15 counties. Our ultimate goal is to bring the tax levy to a reasonable level. Property taxes for the coming year are based on real estate sales from 2010 and 2011 when property values were still declining. The county will collect 7.7 percent less or $6.3 million less in property tax than last year.

• Freezing all department budgets at current levels. The only budget increases Chair-man Miller will consider are those that are tied to a spe-cific mandated state or federal programs. “There are many needs and numerous mandated programs that must be funded without increasing the tax burden on

San Manuel – The Safe Journey House (SJH) is a non-profit domestic abuse advocacy and information center, supported by donations, fundraising and grants, with a service area that includes over 22,000 residents throughout the Copper Corridor area and surrounding unincorporated areas in Eastern Pinal County. SJH has helped over 120 clients since Sept. 2011, from as far north as Globe and as far south as Catalina,

offering advocacy for victims, safety planning, referrals to resources and emergency shelters, after abuse recovery, as well as community education on the impact of domestic violence on individuals, families and society. These victims span a variety of ages, social groups and ethnicities, and include members of both sexes. Domestic abuse affects every part of society. It knows no restraint due

to economic class, social status, sexual orientation, general lifestyle or cultural tradition. It can come in many forms, including physical, emotional, sexual, isolation, economic deprivation, domination and stalking. It is most often progressive, and without intervention it can lead to death. Chances are you know someone who hides their secret pain behind a mask of normalcy. Even though abuse affects

all walks of life and age groups, one group is more affected than any other. According to the National Center for Children Exposed to Violence, Domestic violence has been found to be the single most common precursor to child death in the U.S. SJH Advocates are trained and certified through the Arizona Coalition Against Domestic Violence. Both advocates and advocate assistants must pass a background check and sign

Safe Journey House protects abuse victimsa legal binding privacy statement, understanding that client confidentiality can, at times, make the difference between life and death. Currently, there are two paid staff members, both of whom are trained advocates and act as house managers. All other advocates and .assistants work on a volunteer basis. They are dedicated, compassionate and generous with their time and talents. Many of them have been through abusive situations

themselves and are able to relate to their clients on a first hand basis, as well as be an example as to the possible positive outcome in a seemingly impossible situation. Pioneer Days is almost here and with all the cold weather and snow lately, we’re pray for a little bit of warmth. Parade applications are available and there is no fee to enter. Legends and Lore is the theme. There were famous Indians, cowboys, stage coach robbers, lawmen and individuals who lived or roamed the Copper Basin that would be easy to re-enact on a fl oat, walking group, individual

or equestrian group. Participants are asked to think of the stories heard or things seen to depict on their fl oat. By Andrew Luberda After three years away from the Bearcats baseball team, head coach Rene Pacheco returns to the fi eld to lead this year’s club. Pacheco is also the school’s Athletic Director. Joining Coach Pacheco on the coaching staff is Dennis Warner. Warner is the former Mesa Desert Ridge hitting coach. Warner was part of the staff that led Mesa Desert Ridge to back-to-back 5A-1 state championships in 2009 and 2010. Both Coach Pacheco and Coach Warner are former Ray HS graduates. Last season the Bearcats fi nished the season with a 6-12 record. They return 11 players from last season’s

team including senior Pitcher Alex Carrera. Last season Carrera was named second team All-Section and Arizona Republic Honorable Mention All-State. Joining Carrera on the club are returning pitchers Destry Yocum and Seth Harmon. The pitching staff on this year’s team could prove to be a key to the season. “We hope to have a little bit of depth in pitching this year,” said Coach Pacheco. Other returning players include Daniel Harmon (SR), Jacob Wernett (SR), Altin Hing (SR), Dominic Bravo (JR), Jacob Pace (SO), and Robin Newman (So). Some players on the baseball roster are

participating for the Bearcats basketball team. Senior Kyle McDowell is also unavailable due to a severe ankle injury. His return is unknown. As a result, Coach Pacheco said it was necessary to bring some JV players up to the Varsity team until the basketball season ends. When did you start playing baseball? I started with t-ball and I’ve played every year since. Growing up, I always watched the Diamondbacks’ games with my grandparents. Who, or what, inspires you to be the best you can be? My nana, Tetra Bingochea. She passed away my freshman year in high school and she has always been an inspiration throughout my life. The most important things my nana taught me were to always put others fi rst before myself and to show the greatest love to the people closest in my life. Ray High School’s run for the Division IV State Basketball Championship came to an end last Thursday when the Bearcats fell to the Tempe Prep Knights 50-40. But the ‘Cats didn’t go away easily and fought to the final buzzer in the quarter-final match-up. The Knights were eliminated in the semi-finals by Joy Christian who took

the championship by defeating Arizona Lutheran Academy. The ‘Cats should be proud of finishing in the top eight in the state in the division and being one of only two rural public schools to get to the quarterfinals. Congratulations to the team, Coach Jeff Cude, and his staff for a spectacular and exciting season.

Joe Weller named 2012 Citizen of the Year

Monday night, Joe Weller of Kearny was named the Copper Basin Chamber of Commerce 2012 Citizen of the Year. Weller also received multiple nominations and was cited for his participation in countless volunteer activities including volunteer worker

at the Copper Basin Food Bank, member of the Pioneer Day Parade and Electric Light Parade committees and Trustee, Treasurer and Leadership Team member of the Church of the Good Shepherd. He is also provider of maintenance at the Church

of the Good Shepherd’s property and grounds and serves as the coordinator of the NOMAD program. This program involves two teams of retirees each year from throughout the U.S. who travel to Kearny to work on projects for the church and other areas of need in the community.

Joe plans all work projects, prepares complete hardcopy specifications for all projects and procures necessary supplies. He also makes many trips out of town to get supplies using his own vehicle during the NOMAD visits Joe is also a participant in the ADOT highway cleanup program for the area designated to his church and is engineer, conductor and maintenance person for The Good Shepherd Express, a miniature train for youngsters to ride during community events throughout the Copper Basin area. He is a member of the Town of Kearny’s VIPS (Volunteers in Police

Service). As a VIP, he patrols Kearny, assists in traffic control when necessary and delivers Town Council packets. Other activities include performing maintenance on the rock waterfall located on Alden Rd. as a continuing member of the Kearny 50th Year Anniversary Committee. He has donated his time and use of his personal vehicle to make round trips to Eloy to pick up garbage barrels for the Town; traveled to Tucson to purchase parts for lights at the Town Yard and then installed the parts to make the lights functional again. He also designed and installed the shade ramada at the Kearny Pool.

Besides volunteering the above activities, Joe also assists neighbors and friends who may need a little help in situations such as rides to medical appointments, airing up vehicles tires, vacation house watches and grounds upkeep. It was the consensus of all who wrote nomination letters for Joe that he deserved the COY award for all his unselfish giving to the community. Other nominees this year were Amanda Kelley, Martina Burnam and Rita Aranda-Pina. Last year’s Citizen of the Year, Margaret Gaston, presented the award at a dinner held at Rosalia’s in Kearny.

By Nina Crowder Arc Thrift Store, pronounced “ark,” is a facility located at 316 Alden Road in Kearny that is giving developmentally disabled adults as young as 22 the opportunity to learn skills, work attitudes and behaviors, all of which help aid in the productivity of enriching their lives. The Arc center has qualifi ed, friendly staff members to help ensure the training and care of the developmental disabled adults. Important things like completing a task, good grooming, cooperating with others and following instructions are to name a few of the skills taught at Arc center. The Arc vocational center has the comforts of home including lounge rooms, work rooms, lunch rooms and an outdoor yard

for barbecuing including a basketball court. Rosalind Padilla was a Home Economics Teacher for fi ve years before she became a special education teacher and has been at the Arc center since it began, currently serving as a Board member for Arc Vocational Training Center. She said the Kearny Arc vocational center was the pilot program for the state, and if the program worked in Kearny, other counties would try the program. The ground work for attempting to get this vocational training started actually began in 1969. It was the perseverance of parents and students that were instrumental and dedicated to getting the vocational program started. The Arc vocational training program

Rewards of working with developmentally was opened around 1976, when the funds fi nally became available for the program. Rosalind’s students have stayed with her for many years. The oldest student currently is 73 years of age. With students from all over eastern Pinal, the thrift shop has been in working order since they started the adult center, allowing students to function and be a productive part of society. The funding for Arc was established through the state which became the entity known as Department of Economic Security (DES) the funds provided are required to be matched dollar for dollar through the Arc vocational center. The funding is similar to that of the school programs, where Arc vocational center is

around. There is a good feeling of warm camaraderie with the students and community. The center currently has no specific fundraisers, but it has been fortunate enough to have frugal leaders on the Board of Directors which has helped keep the program going. In the earlier years, the Arc vocational center was successful in having the adults in the program making and selling many crafts. At one time they even had nice woodworking tools, saws and other equipment that they made quality wood crafts and specialty items for five years. The Department of Economic Security initially disapproved of Arc students making crafts, but recently found out that it may be productive. Padilla said for many years the Arc center students would earn a stipend from sorting and packing nuts, bolts, and screws. There are many other programs in different areas of the state that are experiencing financial problems and are closing the programs down. As the Kearny Pioneer Days approach, there is an Arc work crew of four boys who will be cleaning Pioneer Park each day for the four day

festival. These gentlemen are very proud of the job they do and excited to be helping. The Arc director, Frances Chavez and the staff take the Arc students once a week shopping, luncheons, picnics and other outings. The Arc students have participated in Special Olympics, they enjoy attending Diamondback games, they all enjoy dancing and the county takes them to different functions where they can dance with other groups. Currently, the Arc Arizona

has over 1000 members with 10 local chapters. If you wish to learn more about the Arc programs in Arizona, you can obtain information on the website ARCarizona.org. Those that visit the Kearny Arc Thrift Shop will be greeted by friendly and helpful adults who have a wonderful outlook on life. I believe that they should have the chance to do what interests them, and, hopefully, that family members will respect that and cooperate. In my “Georgie Digs” articles, I have also shown my interest in the ancestry of each my husband and myself, and recently I attended a really

interesting “Chisholm Family Reunion” for descendants of Richard H. Chisholm (1799-1855), although it was my husband’s mother who had been a descendant. This reunion was held at the impressive San Marcos Golf Resort in Chandler, Arizona, and was attended by many who I would again like to visit with and hear their interesting stories. One descendant, who I understand was in her 90 years of age, was a wonderful speaker, and some of her stories are included with pictures in a

Chisholm Family Reunion book that was given to those who had attended the reunion. As I had previously written, there has to be many good stories, just waiting to be told, by those who are in our Copper Corridor area. For some, there may have been past family experiences that they are hesitant to talk about. I had learned that all had not been perfect concerning some of my husband’s Texas ancestors who had eventually come to Arizona. One,

who was an uncle to my husband’s father and who my husband’s family did not like or associate with, was mentioned in the book Gun Notches - A Saga Of Frontier Lawman Captain Thomas H. Rynning, and

also in the book Shoot-Out At Dawn - An Arizona Tragedy by Tom Power. This man’s name was Willis Wood, although he had been mentioned as Willis Woods or Willis Jackson, but that Jackson

name had evolved after some adventure of another Wood. Stories such as these are part of history, although nothing to brag about, and I just might have a few others to write about.

After hearing from Assessor Doug Wolf that property tax collections will be down for this upcoming fiscal year, I feel the wisest course of action is to not in-crease our budget unless it is absolutely necessary and to hold the tax levy steady. That was the same principle we en-acted for the past three years on the past Board of Supervi-sors. Continuing this course is wise as to not increase the tax burden on our residents. “The goal is to keep us on the path of responsive and responsible. Our county em-ployees have embraced this philosophy by working harder with less during this down-turn in the economy. “There is no question in my

mind, the guiding principles the Chairman put forth are a fiscally sound method to help Pinal County continue its recovery from the great reces-sion of the past few years. I will be supporting the Chair-man’s vision for this year’s 2013/14 budget process.”

Notwithstanding any other provision of these Articles, the corporation shall not carry on any other activities not permitted to be carried on (a) by a corporation exempt from federal income tax under section 501(c)(3) of the Code, or the corresponding section of any future federal tax code, or (b) by a corporation, contributions to which are deductible under section 170(c)(2) of the Code, or the corresponding section of any future federal tax code. ARTICLE 6. No Members or Capital Stock There shall be no shareholders or members or capital stock and no authority to issue shares of stock. ARTICLE 7. Dissolution The corporation may be dissolved at any time in accordance with the provisions of Arizona law then in effect. In no event shall the assets be distributed to any director or officer of the corporation or any private individual. ARTICLE 8. Private Foundation Notwithstanding anything herein to the contrary, if the corporation becomes a private foundation as defined in Section 509 of the Code, while it is a private foundation, the corporation shall not: (i) engage in any act of self-dealing as defined in Section 4941(d) thereof, (ii) distribute its income in such manner as to become subject to the tax on undistributed income imposed by Section 4942 thereof, (iii) retain any excess business holdings as defined in Section 4943(c) thereof, (iv) make any investment in such manner as to subject it to tax under Section 4944 thereof, or (v) make any taxable expenditures as defined as Section 4945(d) thereof. TOWN OF WINKELMAN Wastewater Treatment Plant Improvements – Phase 2 206 Giffin Ave., Winkelman AZ The Town of Winkelman, hereafter referred to as Town, through a Community Development Block Grant (CDBG) from the Arizona Department of Housing (ADOH) will accept bids from qualified firms or individuals with a minimum of an A contractor’s license as registered with the Arizona Registrar of Contractor’s to perform the following services: PROJECT DESCRIPTION This federally funded project consists of Phase 2 of repairing of a Wastewater Treatment Plant. OBJECTIVE/SCOPE OF WORK CONTRACTOR shall furnish, install and complete all work as specified or indicated in the contract documents. The work is generally described as follows: Installation of a new 400 amp electrical service, cabinets and gear along with new receptacles and conduit to replace the existing electrical system of the wastewater treatment plant, including repair of the electrical system at the laboratory building. Installation of a new back-up generator to support new electrical service. Installation of a new 3-inch ductile iron force main pipe, including a magnetic influent flow meter, from influent lift pumps to treatment plant aeration basins. Installation of approximately 240 square feet of grating covers that are missing from the existing wastewater treatment plant concrete basins. Installation of a new security camera at the treatment plant site, and if the project budget allows, installation of a second new security camera (contingency item).If the project budget allows, provide a new portable submersible sump pump and discharge hose (contingency items) to provide treatment plant staff with a backup pump and hose. NOTE: Due to regulatory concerns, it is intended that installation of the new 3-inch ductile iron force main, and magnetic influent flow meter and associated equipment, be completed as quickly as possible at the beginning of the project so that the plant staff will be able to accurately measure plant flow, even before the entire project has been completed. PROPOSALS: To be considered, one (1) original and two (2) copies of the proposal must be provided and in accordance with the instructions to Bidders included in the bid package. Sealed bids will be received at Winkelman Town Hall on March 21, 2013 at 1:00 PM at which time all bids received will be opened and the amount of the total bid and alternates read aloud. Failure of the proposer to complete all of the bid documents may result in rejection of the proposal. The Town of Winkelman is accepting employment applications for a part-time position working

36 hours per work, in the Public Works Department. Applications are available at the Winkelman Town Hall Office, 206 Giffin

520-356-7854. JOB SUMMARY: The employee will perform a wide variety of duties

within the Public Works Department and Park & Recreation Department.

This position requires the employee to operate the sanitation truck dump truck and other Town

equipment. REQUIREMENTS:

High School Diploma or G.E.D. and/or equal

working experience and a valid Arizona Driver’s License. The employee hired will be required

to obtain a Commercial Driver’s License (CDL). If you do not have this

type of license, the Town will pay for the expense to obtain one. An extensive background check will be

made of the employee. The Town has a contract with the Arizona Department of Corrections (ADOC),

and it is mandatory to pass the background check.

All Town employees are required to work with
