By Chase KampSoutheast Valley Ledger At its regular meeting on Aug. 6, 2012, the Florence Town Council passed an ordinance banning in-situ mining and other operations that use large amounts of sulfuric acid. The ordinance classifies the use of sulfuric acid as a nuisance, arguing

the chemical poses a danger to residents. The measure is in reaction to Curis Resources and its proposed Florence Copper Project, which utilizes an in-situ mining process involving the injection of a diluted sulfuric acid solution into underground copper-bearing zones.

According to Curis, the in-situ copper recovery solution is 99.7 percent water and one-third of 1 percent sulfuric acid by volume. The solution is injected about 400 to 1,200 feet below the surface, where it dissolves the copper ore and is then extracted back to the surface.

Florence passes ordinance banning sulfuric acid in mines The ordinance is only the most recent move by the Town in opposition to the Florence Copper Project. The Council previously voted against a General Plan amendment proposed by Curis in Nov. 2011. Rita Maguire, senior legal and government affairs advisor for Curis Resources, argued sulfuric acid is a common substance used by a wide variety of businesses. “This product is being transported by trucks and trains traveling through Florence every day,” Maguire wrote. Maguire’s statement said the ordinance was “special legislation” targeted only at Curis and was a violation of equal protection laws. “The town, by this action, is attempting to take private

property unfairly and under a thin pretext,” she wrote. Florence Deputy Town Manager Jess Knudson argued the law applies to in-situ mining or any other business, with an exception for agricultural uses that uses large quantities of sulfuric acid. “While this law affects Curis Resources LTD., the law does not solely affect their business,” Knudson said. He said the town was confident about the ordinance “as means to protect the health, safety and welfare of our residents.” The Arizona Department of Environmental Quality is currently evaluating the Florence Copper Project’s application for a temporary aquifer protection permit. If

granted, the permit would allow a pilot test project to proceed on a small portion of Arizona State Trust land. ADEQ officials said many of its requirements for such permits have overlap with federal Environmental Protection Agency regulations. Maguire said the copper project will be thoroughly vetted and evaluated by independent governmental agencies. “All operations will be conducted with the utmost regard for the health, safety, and welfare of the community,” Maguire wrote. “The thorough evaluation process and review must take precedence over any local interference in the state and federal agencies’ regulatory decisions.”

Editor, Copper Basin News: On Monday, August 6, I suffered from chest pains. We called 911 and requested an ambulance which was dispatched and arrived a short time later. The EMT, Amber, and the Paramedic, Walter, were responsive and professional in their treatment and care during transport. Had it not been for their

swift action I very well could not be here today to thank them. The area of Kearny, Hayden and Winkelman are indeed lucky to have such a well trained and responsive emergency unit. I feel I owe them my life...Thank You So Very Much!/s/ Ward S HewittDudleyville

Non-Benefited Positions

To the Editor: Recently I received calls from two members of the Pinal County Sheriff’s office. The Pinal County Web site refers to them as being in key leadership positions within Babeu’s top management team in the Sheriffs office. They were not simply line staff offering an opinion. These calls were from

two high ranking county employees soliciting votes for Mary Bateman Espinoza for Board of Supervisors Dist. 1. It was evident that Mary Bateman Espinoza had already sold her vote to Babeu. The only person who will benefit from her being elected is Babeu, not the employees of the Sheriffs office or the

citizens of Pinal County. This is unethical and completely invalidates the whole point of democracy. Having lived in Pinal County for most of my life, it is near and dear to my heart. I have know Peter Rios for all of the time he has served the citizens of this county and there have been times when we did not agree but in the end he

always did what is best for the citizens of Pinal County. He is honest, ethical and has never sold a vote for his own benefit. With 5 supervisors, each will be advocating for their area, Pinal County will need a strong advocate for Dist. 1, not a weak single issue Supervisor./s/Virginia RiveraCoolidge

The Pinal County School Superintendent’s Office last week released the names of the candidates for open seats on several school district governing boards for the whole county. Of the districts in the Copper Corridor, only the

Oracle School District and the Ray School District will have names on the ballots. All other districts will most likely have the candidates approved directly by the County School Superintendent since there are no contested races.

For Oracle School District, five candidates have filed to run for the open three seats. Incumbents Alicia Bristow and Betty Harmon, both of Oracle, will face off with SaddleBrooke residents Linda Thomas and Jeri Taylor as well as Eagle

Crest resident Jeffrey McClure. Ray School District has three four-year terms and one two-year term up for grabs. Only the two-year term will have a race. Patricia Magdaleno and Nancy Wilkinson have both filed to run for the

Change of leadership coming for Eastern Pinal County School Boardstwo-year term. Those running for the three four-year seats are incumbent Wayne Cude, Brian Coleman and recently appointed Amanda Kelley. Mammoth-San Manuel School District has three seats open, but only two candidates running, leaving a slot for a possible write-in candidate. Incumbent Fred Roybal has filed for one of the open seats as has Malinda LeGrand of San Manuel. f you are interested in becoming a write-in candidate for the Mammoth-San Manuel School District, please call

Chief Deputy Tonya Taylor at 520-866-6579 to get the Nomination Paper and the $500 Threshold Exemption form. Original forms must be received no later than 5 p.m. on Wednesday, Aug. 22. In Superior, three candidates have filed for the three open seats. Incumbents Cyndi Benson and Mila Besich-Lira have filed as has newcomer Tony M. Donlin. Per state law, the county school superintendent can appoint candidates directly without an election if there are no contested seats.

Letter to the Editor: Rios is an ethical Supervisor

By Rosalind Padilla The Arizona primary elections will soon be here. Many of you have already made up your mind and there are still those of us who have seen the signs along the streets and highways and wonder who is who and what they stand for. Thursday, August 23,

at 6:30 p.m., at the Ray High School Auditorium, you will have a chance to meet the candidates in the newly formed Legislative District 8 and Congressional District 1 and Pinal County offices such as the highly contested Sheriff, District 1 Supervisor, County Attorney, Recorder,

Candidate forum August 23School Superintendent and Treasurer. The format used will depend upon the number of candidates who reply. This format is the standard used in Pinal County. The forum moderator will pose a series of questions to all candidates, each will have three minutes to answer. There is no chance for rebuttal because most offices have more than three

candidates. At the end of question and answer time each candidate will have time to make a two minute closing statement. A chance to meet or greet the candidates personally will follow immediately following the questions and answers. This is your chance to meet the candidates up front and personal and then get out and vote Tuesday, Aug. 28.

The Blazers 12u team has been busy playing tournaments around the state. After completing the summer ASA league where the Blazers went 9-1, the month of July took the team to Prescott and Payson to play in the “Best of the West” and “Payson Invitational.” The Blazers faced some tough competition while playing in both tournaments. The Blazers faced the second, eighth and eleventh ranked ASA 12u teams in the state at the time. The Blazers went 2-2 in Prescott and 1-2 in Payson giving the team an opportunity to see that they can compete with travel teams from around the state. With a little taste of winning the Blazers plan to see if they can continue to compete with ASA teams in the Casa Grande Heat Invitational(Aug. 18, 2012) and the Cobras Round Robin (Aug. 25) and plan to participate in an ASA Fall League in Sept.

By Chase KampCopper Area News Three of the five candidates vying for the District 1 Supervisor seat gathered for a community forum on Aug. 10, 2012 to discuss their personal merits and policy stances. While incumbent Democrat Pete Rios touted his achievements in office, his opponents presented themselves as alternatives to the status quo in the County seat of Florence. The forum was hosted by Copper Area News Publishers. Republican candidate Jim Montaño took an outsider stance, saying he is not a professional politician. “I believe I have what you guys need in District 1 and in the county to be represented,” he said. Independent challenger Alicia Bristow framed herself as a public servant, citing her time as executive director for the Hands Across the Border Foundation, a non-profit that provides intercultural exchanges between Mexican and American students. “I believe in principles, not politics,” Bristow said. “I know I have a lot to learn, but I think I have the leadership qualities that you need.” Countering his opponents and referencing his extensive public sector résumé, Rios said some think of him as a politician, yet he considers himself a policy maker. “I’ve been a policy maker for three decades and I’m pretty darn proud of it,” Rios said. When asked what made her candidacy unique, Bristow touted experience including her current position as President of the Oracle School Board, saying she would offer a fresh outlook to the office. “I believe that it might be a new perspective is needed in County

government,” she said. “The status quo is no longer what we need.” Rios argued he was pleased with the work accomplished by the Board. “We have frozen property taxes increases for two years,” he stated. “We reduced property taxes for this coming fiscal year. A lot of people are happy about that.” The candidates also addressed the protection of San Pedro River, the last undammed desert river in the southwest. All of the candidates said protecting the river was a no-brainer, but there were complications to work around. Montaño said one of the challenges is avoiding the intervention of the Environmental Protection Agency and get help from the state. “That’s shown not to be a good thing for other areas and other communities,” he said. Rios said the ranchers and farmers on the lands around the river have been good stewards of the space, so the question becomes whether or not to seek more protection. “U.S. Fish and Wildlife Services is proposing a refuge for the San Pedro,” he said, “and the question is whether we want to sell private land to the federal government when only seven percent of the County is private land.” Bristow said all stakeholders should be brought to the table on the decision. “There are other organizations that are trying to look for the best option to maintain that area,” she said. The primary election will be held on Aug. 28 and the general election votes will be cast on Nov. 6. Also running for the District 1 Supervisor seat are Democrat Mary Bateman-Espinoza and Republican Gem Cox.

More than anything else, Ronnie McDaniel exemplifies a lifetime of service to Gila County He began life in the Toronto Basin and was raised by his grandmother on her Toronto Pittsburgh mine at the confluence of Hardt and Tonto Creeks, where she mined copper, silver and gold. He began school in Miami and attended school in Tonto Basin and Gisela, graduating from Payson High School. In high school sports, he played basketball and baseball, and still holds the Payson High School record of 48 points in any one basketball game and his retired jersey hangs in the gym. Beginning at age 13, when not in school, he worked for the ranchers in Gisela during spring roundup and

would then progress to the hay fields in Tonto Basin for the summer. Later, he worked for Owen’s Sawmill in Payson. Right out of high school, he joined the Laborer’s Union and for the next 8 years, worked all types of construction. In 1965, he began his life’s work in public service when he joined the Gila County Sheriff’s Office as a deputy under Sheriff Elton Jones, and then worked for the next three elected Sheriffs (Lewis, Peace and Rodriguez) leaving the Sheriff’s Office as Major/ Area Commander in 1986. During this time, Ronnie ran for his first public office and was elected to the Payson School Board for two terms. After he retired from the Sheriff’s Office, Ronnie ran for the northern Gila

County Justice of the Peace position in 1986, which he won and re-won, serving until 2004, when he retired as \\ both JP and Town of Payson Magistrate. During his position as Payson JP, Ronnie was selected by the Arizona Supreme Court to serve as a Mentor Judge for other Justices. His next calling came as the first Mayor of Star Valley, followed by Judge pro-term for both the Globe and Payson JP Courts and, then, as the Chief Tribal Judge for the Tonto Apache Tribe. His civic involvement includes ELKS Life Member, Moose Lodge, Rotary Club and various organizations devoted to student athletics, youth scholarships and conservation. A widower, Ronnie is a father, a

grandfather and a great-grandfather. When asked why he wants to serve as District 3 Supervisor, Ronnie says he wants to work for you, and ensure you receive the vest return on your tax dollar investment. He will promote business, economic development and resource industries (mining, ranching and timbering) to secure jobs throughout the county

and seek quality education opportunities at all levels. Some of Ronnie’s greatest strengths is his ability to communicate, listen and hear and believes his constituents deserve this service. Because of his

varied background, his allegiance is to all the people of Gila County. Ronnie McDaniel is asking for your support and your vote for District 3 Supervisor during the Primary Election.

ON CALL RN opportunity in WHITE MOUNTAINS, AZ.

By Joe PalmerPastor, Fellowship Baptist Church Our minds were built to function with the assumption that the good almighty God exists. To dismiss God from our perspective of reality leaves us much like the man Frederich Nietzche described: Whither is God?” he cried. “I will tell you. We have killed him—you and I! All of us are his murderers! But how did we do this? How could

we drink up the sea? Who gave us the sponge to wipe away the entire horizon? What were we doing when we unchained this earth from its sun? Whither is it moving now? Whither are we moving? Away from all suns? Are we not plunging continually? And backward, sideward, forward, in all directions? Is there still any up or down? Are we not straying as through an infinite nothing? Do we not feel the breath of empty space? Has it not become colder?

Pastor’s Corner – God, you were built to trust him

Is not night continually closing in on us? Do we not need to light lanterns in the morning?” [Gay Science, Book III, Section 125]It is impossible to live happily while thinking that there is no God. Any hope for the future, or any sense of genuine meaning comes only if God is there and if He is good. This is how we are built to think. If we have been built to assume that the good almighty God exists, then perhaps the One who made us knew something when He designed us. Perhaps He is the good almighty God we crave to know and to trust. If you would like to talk with me (Pastor Joe Palmer of Fellowship Baptist) about it, e-mail me at [email protected].

Georgie Digs ...By Georgie Wood([email protected]) Watching the present-day Copper Basin kids going back to school reminded me of a couple more stories my husband Cliff Wood, who was 15 year older than myself, had told me about the Aravaipa schooling when he was a boy. Before the entire Wood family had become settled along Aravaipa Creek in 1922, the schoolhouse was located on the Jim Brandenburg property just downstream of the Brandenburgs’ large rock house. That was where Cliff’s brother, Bert, had gone to eighth grade until after an incident between Bert and the lady schoolteacher. Pearl Brandenburg, the youngest of Jim and Bertha Brandenburg’s children, was close to Bert’s age, and after Bert had teased Pearl, who was called “Pearly”, the teacher told Bert to go outside, cut a switch, and bring it to her. When she switched Bert on one side of his bottom, he didn’t make a sound except to tell her to switch the other side, as that side was getting too warm. Bert never went back to school. The school location had been changed several times before the final, larger school house was built not far downstream of the then-owned Abe White property on the south side of the creek, and there was a hitching rail by the school for those who rode a horse or burro to school, which Cliff was used to doing. Some students were happy when a creek flood prevented them from getting to school, and another reason why Cliff would sometimes miss school was when he rode a young mare he called “Sparkplug,” who would buck him off about the time he reached school. When Cliff tried to catch her, she’d stay just far enough in front of him that he couldn’t. Cliff’s mother got suspicious that he was doing this on purpose. One day as 10-year-old Cliff was on his way home from school, he stopped to say hello to a man who was staying in a tent on the Brandenburg property.

After calling the man’s name and getting no reply, Cliff looked into the tent and saw the man slumped over, with a saltshaker in one hand and a bloody rag in the other. The poor man, who had tuberculosis, had bled to death while trying to clot the bleeding with the salt. After alerting the Brandenburgs and going home, Cliff went back with his mother to sit with the man while Jim Brandenburg went to get P.L. “Pete” Hutton, the Winkelman Undertaker. The man was Columbus Cureton Haile who had been a warehouse clerk for Ray Consolidated Copper Company at Hayden, and after he had died on September 15, 1925, he was buried two days later at the Mountain View Cemetery in Hayden. According to his death certificate that Edward Peed of Dudleyville located for me, Mr. Haile was only thirty-six years old and single; had died from hemorrhage due to pulmonary tuberculosis (TB); and his doctor was Fitz R. Winslow who had attended to Mr. Haile for over a year. While searching information of the highly contagious lung disease, I read that many of the people who had come to Arizona hoping for a cure slept in the desert; that Arizona had taken care of TB patients for over fifty years before the medication was developed, but the medication was only effective if the disease was diagnosed in its early stages. I am so thankful that we have the medical technology and the wonderful medical people available to us now.

Morenci is located approximately 30 km to the northeast. Together, Safford and Morenci account for approximately 10 billion tons of past copper production and future reserves and resources. A porphyry cell located on Millrock’s claims was discovered by drilling done by Noranda Inc. in the early 1990s. Drilling in the current program will focus on targets northeast of the San Jose porphyry. The project is the subject of an exploration and option agreement with Inmet Mining Corporation (TSX: IMN) (“Inmet”). Under the terms of the Agreement Inmet has the opportunity to earn a 70% interest by incurring US$4.0 million in exploration expenditures and by making option payments of US$750,000.
