Dacoity case against gang rape accused, says Ashok Bangalore Beat Bureau Bangalore: The 11 persons who had raped a woman on the Christmas night at Shantinagar have been slapped with anti-dacoity cases, said home and transport minister R Ashok here this morning. A woman, who was walking home along with her boyfriend, was accosted and dragged into the burial ground on Berlin Street at Shantinagar before being raped and assaulted by 11 men. The victim was treated at a hospital. Her boyfriend too had been attacked Ashok said that the Shantinagar police have arrested all the accused in a swift action. He said the name and identity of the com- plainant would not be revealed. Indian student killed in UK London: A 23-year-old Indian student enrolled at Lancaster University in the UK was killed af- ter he was shot in an “unprovoked attack” by two white men, police said. Anuj Bidve was taken to hospital but was pro- nounced dead in Greater Manchester early to- day morning. The Greater Manchester Police said the vic- tim was studying at Lancaster University. His parents in India have been informed of the in- cident. “This appears to be an unprovoked attack and we can’t establish a motive at this time. We are investigating every possible aspect and we are in the early stages of the investigation but we are not ruling anything out,” Chief Superintendent Kevin Mulligan, divisional commander for Sal- ford, was quoted as saying in reports. The victim was part of a group of nine male and female students, all Indian, who were staying in a nearby hotel for a break in Man- chester over the Christmas holidays. They were heading towards the city centre when they were approached by two white men who were on foot. The killer approached, engaged the victim in a “very short” conversation, and about a minute later pulled out a handgun and shot the student in the side of the head. The victim collapsed to the ground as his killer ran away, the police said. The gunman was described as white, in his mid-20s, of slim build and wearing a grey top. The other man was of a heavier build and wear- ing a black jacket. “We can confirm that the man killed in Sal- ford early this morning is a 23-year old Indian post graduate student, who was studying mi- croelectronics,” a Lancaster University spokesman said. “Our thoughts are with his family at this time, and counselling and support has been organ- ised for his fellow students who are deeply up- set,” he said. He said the young man “was simply visiting Manchester with his friends and has been killed, and his family deserve to see those re- sponsible brought to justice”. Cyclone threat in AP, TN Hyderabad: The south Andhra and north Tamil Nadu coast is facing the threat of a cyclone lat- er in the week with a cyclonic storm formation in the Bay of Bengal likely to intensify and hit the coast between Tamil Nadu and Andhra on Dec 30, the weather office said Tuesday. The cyclonic formation named ‘Thane’ is like- ly to turn into a severe cyclonic storm and cross the coast between Cuddalore and Nellore by the morning of Dec 30, according to the India Me- teorological Department (IMD). An early morning bulletin of IMD said the cy- clonic storm remained practically stationary and lay centred about 800 km east-southeast of Chennai. The system is likely to move northwest- wards and intensify into a severe cyclonic storm during the next 24 hours. Warning signal two has been hoisted at all ports on the Andhra coast and fishermen have been advised against venturing into the sea, said officials at the Visakhapatnam Cyclone Warn- ing Centre. Under the impact of the cyclonic storm, high tidal waves damaged over 200 boats along the coast in the Visakhapatnam and West Godavari districts on Monday night. Offi- cials said the waves washed away 50 boats. The incursion of sea water on land was as much as 15 metres in some coastal villages. Hazare, who is suffering from a viral in- fection, arrived at the MMRDA grounds in Bandra Kurla Complex of suburban Mum- bai along with his close aides Arvind Ke- jriwal, Kiran Bedi and Manish Sisodia to a thunderous applause and slogans of 'B- harat Mata ki Jai' and 'Vande Matram'. Hazare began his fast shouting slogans of 'Vande Matram' and 'inqilab zind- abad'. The 74-year-old activist reached the ven- ue after paying tributes to Mahatma Gandhi at Juhu Beach while on his way in a rally, which took two-and-half hours to reach the ground, passing through San- tacruz, Tulip Star Hotel, Mithibai College, S V Road, Vile Parle, Khar and Bandra Highway. Hazare travelled in a decorated open truck from the guest house to MMRDA grounds waving tricolour and a number of people were seen waiting to greet him on the streets. Activist Gopal Rai said winter and probably the absence of Hazare may be the reason for the low turnout but ex- pressed hope that more people will come. Explaining the need for protest, Prashant said the Bill in its present form is unacceptable. Protest will continue as well as jail bharo agitation, he added. Team Anna has raised the pitch yes- terday by pointing out "four non-nego- tiable" demands for calling off their jail bharo agitation which included provision for an independent investigating agency for the anti-corruption ombudsman. Reading out the condolence message, Speaker Meira Kumar said that an astute politician, Bangarappa was a chief minister and a member in the LokSabha. Today, Bangarappa’s remains were brought to Soraba. The body had been kept in state for his admirers and followers to pay last respects to the departed leader. Hundreds of people lined up since morning to pay re- spects. The remains were shifted to Bangarappa’s home town Kubatur, where his last rites would be performed with state honours. Chief minister D V Sadananda Gowda and his cabinet colleagues are expected to attend the funeral at 5.30 pm today. Bangarappa passed away at a private hospital early yesterday morning after many organs failed. One of the charismatic leaders, he was known for his pro-poor policies that endeared him to the underprivileged. SIDDAIAH RAIDED Lokayukta officials also search 1 IAS, 1 KAS officer for disproportionate assets Bangalore Beat Bureau Bangalore: Former BBMP com- missioner and IAS officer Sid- daiah was raided by the Lokayuk- ta this morning. Apart from him, the police also raided another IAS officer and Bangalore former deputy commissioner Sadiq and KAS officer Veerabhadraiah, who is an officer with the Upper Kr- ishna River Area Development Authority. A team of over 20 officials raided the premises of the three officers near simultaneously this morning around 8. The raids were being con- ducted to verify whether the three officers have amassed wealth disproportionate to their known sources of income. The police were searching for docu- ments at all the residences of the officers. The raids were being con- ducted at Siddaiah’s farmhouse at Harohalli on Kanakapura road and his JP Nagar residence. The officers also raided three residences of Sadiq and two houses of Veerabhadraiah. The searches were still going on at the time of this update. Siddaiah was transferred out of Bruhat Bangalore Mahana- garaPalike about a fortnight ago. He was awaiting further orders and had not been given any posting. At that time, Siddaiah had said he had sought the transfer due to health reasons. Then transport commissioner ShankalingeGowda was brought in his place. DVS sworn in as MLC Bangalore Beat Bureau Bangalore: Chief minister D V SadanandaGowda, who won the election last week, today took oath as member of legislative council to- day. The election was necessary for Gowda to continue as chief minis- ter as the Constitution requires the head of the government to represent either of Houses before the com- pletion of six months in office. Gowda defeated Congress can- didate AnandGaddadevaramath convincingly, with the help of the JD(S) members in the assembly, who abstained from voting. After the swearing-in ceremony, Gowda, who holds the MP seat, said, “I will resign from my MP seat tomorrow. I am leaving for New Delhi tomorrow and submit the resignation to the Lok Sabha Speaker.” Gowda said that during his visit, he would also meet BJP national leaders and discuss the possibility of reshuffling the cabinet. Indian studentkilled in UK

London: A 23-year-old Indian student enrolledat Lancaster University in the UK was killed af-ter he was shot in an “unprovoked attack” bytwo white men, police said.

After the swearing-in ceremony,Gowda, who holds the MP seat, said, “I will resign from my MP seat tomorrow. I am leaving for New Delhi tomorrow and submitthe resignation to the Lok SabhaSpeaker.” Gowda said that during his visit, he would also meet BJP national leaders and discuss the possibility of reshufflingthe cabinet.

There are seven vacancies in hisministry, for which there have beena number of requests. He had ear-lier said that regional representationwould be kept in mind while ex-panding the cabinet.

KinfisherAir cancels175 flights

New Delhi: Troubled KingfisherAirlines has sought permissionto cancel 175 flights. Earlier, theairlines had taken permission tofly 418 routes.

Union civil aviation ministerAjit Singh said that since the air-line has violated the Rule 140-A, the Director General of CivilAviation has served notice onthe airlines.

The 175 flights have been can-celled as few planes will not beavailable for operations over thenext few weeks, the companysaid in a statement.

Bangalore:Rs 220 crore central fundfor the BBMP has been misused, andthe palike commissioner is directly re-sponsible for the scandal, said RTI Ed-ucation Centre founder trustee SAmaresh has alleged.

He said that the scandal has come tolight from the documents collectedthrough Right To Information (RTI). Afund is kept aside to take care of emer-gency works at wards and areas. Thecommissioner allot the funds from thisallocation whenever he goes on visitsto wards and feels particular worksneeded to be carried out.

Over the last five years, Rs 174 crorehad been set aside for the purpose. ButRs 220 crore over this has been releasedfor emergency works. But an expenseof Rs 394 crore has been shown. Butthere are no records to show the workscarried out, raising doubts that themoney has been released for worksthat were not executed, he alleged.

The urban development ministry is

with chief minister D V SadanandaGow-da. He should intervene on this, orderan inquiry and punish the guilty. Oth-erwise, we will have to approach thecourts, he warned.

Elected representatives, contractorsand BBMP officials are involved in thescandal. Between 2006 and 2011, aBBMP assistant commissioner, who washandling the finances and from thestate finance department, and otherofficers have released the excess amount,he alleged.

The names of elected representativeswho sought emergency works, the con-tractors involved and the place of worksshould be made available on the BBMPwebsite, he said.

Former BBMP commissioners,Jyothiramalingam, K Jairaj, S Subra-manya and BharatlalMeena should beincluded in the investigation.

A committee has to be formed tolook into scandals in the BBMP, headded.

Earlier, there was a vigilance com-mittee to look into irregularities withinthe BBMP. But it has been suspended.

But the committee has to be formedagain, he said.

Over 500 complaints on irregularities

within the BBMP have been filed beforethe Lokayukta. But the investigationhas not been taken up in even one ofthese cases.

The RTI Education Centre will takea decision on approaching the court,centre trustee B H Veeresh said.

Even if a complaint is filed beforethe information commission againstofficers and departments for not replyingto an RTI application, the commissionhas failed to act against the officials.Even if a complaint is filed before thecommission, it comes up for hearingonly after a year.

After the initial hearing, the casesare being adjourned by three to fourmonths, trustee N VikramSinha alleged.

Some information commissionershave been coming into the office around11 am and leaving by 3 pm. They arelooking into only around 20 files perday, while high court justices have beengoing through 50-60 files, they alleged.

Relief for NGEFworkers demanded

Bangalore: It has been morethan 10 years since NGEF factoryclosed. But the government hasstill not paid compensation to122 former employees. To press for immediate compen-sation, a protest will be held infront of Mahatma Gandhi statueon MG road on December 31,said NGEF Workers’ Associationpresident G R Shivashankar said.

The factory closed in June 2002against rules. In the past, thecompany has paid compensationto 1,800 workers.

But it is yet to pay the com-pensation to the remaining em-ployees.

Because of this, the workers

are going through harrowingtimes, he added.

In October 2008, then indus-tries minister MurugeshNiranihad assured the employees thattheir demands would be met.Since then, three state govern-ments have come to power.

The employees have presentedmemoranda to all the chief min-isters, but no action has beentaken yet, he said.

Of these employees, 10 havealready died. Their families havecome to the streets. The familiesof all the affected employees aresuffering and the governmenthas to take action immediately,he said.

NHA will float bondsto mop up Rs 10K crBangalore: The National Highways Authority has decided tofloat tax-free bonds to mop up Rs 10,000 crore.

The NHA will start issuing the bonds from December 28 till January 11. Though the NHA had thought of generating Rs 5,000 crore through the bond route, the demand in the market has driven it to increase the mop-up to Rs 10,000 crore. Road transport minister C P Joshi has inauguratedthe scheme.

The bonds with Rs 1,000 face value have two maturityperiods. The 10-year bonds will earn an interest of 8.2 percentper annum, while the 15-year bonds will attract 8.3 percentper annum.

The bonds are tax free, but not the principal amount. Onlythe interest will be tax free, NHA has clarified.

The NHA has set aside 30 percent for common investors(with the maximum of Rs 5 lakh investment), 40 percent forhigh networth individuals (more than Rs 5 lakh investment)and the remaining for institutional investors.

“The bonds will attract good response. The National Highways Authority is expected to get construction contract for 21,900 km over the next three financial years,”the minister said.
