It seems that taking inspiration from the truck drivers of Port Blair city, now the truck drivers of Diglipur have also started taking extra loads in their trucks at Diglipur Island, putting lives of others in danger. Andaman and Nicobar Islands have already witnessed several terrible truck accidents in past, which occurred due to overloading but it seems that truck drivers have learnt no lesson from past and for them profit is the only motto. Andaman Sheekha today spotted yet another overloaded truck at Diglipur. The truck bearing registration number AN 01, A-4195 was found carrying excessive load of steel rods and five persons. Surprisingly a PCR van was present just behind the overloaded truck but no challan was imposed on the truck. Earlier, on 9th January 2014 Andaman Sheekha had published news regarding a tipper truck, bearing registration number AN-01, B 6523, which was carrying excessive loads of Steel Rods for some construction site of MES. With generation ofabout 13-14 lakhs AadhaarNumbers every day, the flag-ship programme appears allset to complete its mandateof covering 60 crore popula-tion in the next few weeks.

Established as an At-tached Office of the PlanningCommission, through a Gov-ernment Notification in Janu-ary 2009, the UIDAI issuedthe first Aadhaar Number on29th September 2010, aftercompleting necessary prelimi-naries including establishingvarious standards relating tocollection of data and biomet-

EDITORIAL.....Clean Khobragade mess

US is a legalistic society, so put it all downon paper with built-in reciprocal arrange-ments.

Devyani Khobragade is back andbidding fair to being a launch-pad for afamily political career under the tutelageof an ambitious parent. India-US relationslie in tatters with little expectation of arevival any time soon.

The Indian outburst against thediplomat's treatment threw the US. Therewas nothing when former presidents orsitting ambassadors were patted down byUS security officials at airports. It is wellknown, goes the US understanding, thatIndians treat their servants like slaves,without human rights or fair wages andfor inhumanly long hours. Indians arebleeding hearts when it comes to a richfemale diplomat but ignore the plight ofthe underpaid, overworked servant.

American commentary hasburned through newsprint and cyberspaceabout how this rising country juxtaposesa bright and growing middle class withgrinding poverty. Oh, and let's not forgetthat old Draupadi vastraharan story, whichis apparently why otherwise sane Indianswent ballistic. All arguments intended tohighlight one thing — Indians really haveno business protesting against the treat-ment of a diplomat.

Yes, there are many Indians whoill-treat their domestic servants, just likethere are innumerable instances of Ameri-cans or Europeans or others mistreatingtheir servants and workers. None of thishas any bearing on the present case be-cause Sangeeta Richard was not treatedimproperly or paid poorly. It is about anoverweening interest in getting the Rich-ard family over to the US by some 'sym-pathetic' US officials. The ensuing messflows from this one fact.

Whatever MEA's private opin-ion about Devyani, the Indian system hadto stand up for her particularly when therewas no wrongdoing. For the same reasonthat the US stood up for Raymond Daviesin Pakistan, India had to protect its offi-cials for its own credibility.

But having emerged on the otherside of the looking glass, the Indian sys-tem needs to do some serious housekeep-ing.

First, junior diplomats do notneed to take domestic helps to the US orEuropean countries. The government canpick up the tab for cleaning services, childcare, entertainment etc, but diplomats mustlearn to live without servants abroad. Paya maid in the US at the prevailing rate —it's cheaper than taking a servant along.For this, the external affairs ministry(MEA) should change its service rules.The other option is to bring domestic ser-vants under government employment,

putting them in a different visa category.The finance ministry opposes that forgood reason.

Second, it is very important towork out a set of rules for diplomats, theirimmunity status or mission security, withthe US. The informal 'wink-nod' arrange-ments with the State Department just donot work. The US is a legalistic society, soput it all down on paper with built-in re-ciprocal arrangements. The US has beenreluctant to have this conversation all theseyears — the Khobragade affair is a goodplace to start.

The US has already used the is-sue to unveil a strategic plan to registerdomestic workers of foreign diplomats inthe US for trafficking and other abuses.India should use this to put its own housein order.

The State Department and theUS embassy in New Delhi dropped theball on Khobragade — but so did the MEA.This issue should have been nipped in thebud months ago, particularly when the USTrafficking Act of 2000 makes it easier forIndians of all stripes to be eligible for thisstatus, whether warranted or otherwise.The Indian embassy in Washington andSouth Block have some answering to dohere. New Delhi needs to set up systemsthat can manage the relationship better,anticipate and solve problems in advance.

A closer look should be given tohow many supposedly rare 'trafficking'visas are issued to Indians. The numbersare shocking: more Indian families get traf-ficking visas to join their 'trafficked'spouses and parents than any other coun-try. Nobody denies there are huge traf-ficking issues in India. The home ministryjust needs to understand this better byinterviewing those going to the US on traf-ficking visas.

As envoy to China, S Jaishankarled the Indian team to put India-China tieson an even keel, and in a previous avatarwas India's lead negotiator for the nucleardeal, acknowledged as the only high pointin the UPA decade.

A top-notch negotiator,Jaishankar has a more challenging job ashe steps over the broken china in Wash-ington. His primary task will be to putback on course a strategic partnership goneawry. The first ice-breaker happened onTuesday with a lunch meeting with Will-iam Burns.

During the Khobragade crisis,Jaishankar and foreign secretary SujathaSingh teamed up effectively, which bodeswell for the future because it will beSujatha's job to rally South Block to en-sure MEA goes beyond hurt egos and'diploutrage'. There is a time for anger. Butnow is the time to move on India's inter-ests. Of those there are many.

Sensex down 24 points involatile trade, Airtel tanks nearly 5%

MUMBAI: In volatile trade,the benchmark Sensex onThursday slipped from five-week high levels and closedover 24 points lower on fag-end selling in bluechips includ-ing Bharti Airtel, Tata Motorsand ONGC, amid mixed glo-bal trends.

After yesterday'sover 256-point surge, the BSEshare index opened higher andgained nearly 90 points totouch day's high of 21,379.29

Dolphins 10 times strongerthan human athletes: Study

Washington: Dolphins rou-tinely produce 10 times morepower than the fittest humanathletes do, a new study hasfound. The findings explainwhy dolphins seem to swimwith ease next to boats pro-pelled by powerful engines.

Previously, it was be-lieved that dolphins must usea trick of fluid mechanics to doso. Lead author Frank Fish,who heads the Liquid LifeLaboratory at West ChesterUniversity in US, set out to seehow much power a dolphin canproduce. “I used some hydro-dynamics models that lookedat the motion of the flukes (dol-phin tails) and came up with therealisation that dolphins couldproduce very high amounts ofpower,” he said. Researchersthen used a technique de-signed to measure the musclepower of Olympic athletes ondolphins, ‘Discovery News’reported. They studied a pairof dolphins named Primo and

Puka. With a SCUBA tank ofcompressed air and a gardensoaker hose, the researchersproduced a curtain of bubblesat UCSC’s Long Marine Labo-ratory. Filming the marine mam-mals as they swam along thelength of the bubble curtain,the team could clearly see thevortices set spinning by thedolphins’ flukes demarcatingthe powerful jet of water pro-pelled backward as the animalssurged forward. Calculationsbased on the measurements ofthese vor tices r eveal howmuch power a swimmer is pro-ducing.

When thedolphins accelerated, theygenerated a surprising 5,400W, making them 10 times morepowerful than the fittest hu-man athletes, researchers said.

World-first working eukaryoticcell made from plastic

Previously, chemists havemanaged to create artificialcell walls and developed syn-thetic DNA to produce self-replicating, synthetic bacterialcells. Now, for the first time,researchers have used poly-mers to produce an artificialeukaryotic cell capable ofundertaking multiple chemicalreactions through workingorganelles.

Eukaryotic cells arethe building blocks for com-plex life-forms like plants andanimals. The main distinctionbetween the simpler and moreancient prokaryotic cells andeukaryotes is the presence oforganelles in the latter. Or-ganelles are specialized sub-units within a cell that have aspecific function, and whichallow cells to undertake mul-tiple chemical processes in anextremely small space.

This compartmental-ization was one of the keyfeatures developed by natureduring the early evolution ofearly life on Earth. It is alsoof interest to chemists as eu-karyotic cells are capable ofefficient chemistry at a verysmall scale, something whichis difficult to replicate in thelab. That might be all aboutto change now chemists atRadboud UniversityNijmegen in The Netherlandshave built the world’s firsteukaryotic cell using plastic.

“Competing groupsare working closer to biology;making cells from fatty acids,for example. We would like

to do the same in the future,”says Professor Jan van Hestwho created the organelleswith his PhD candidate RuudPeters. “Another step wouldbe to make cells that producetheir own energy supply.”

The researchersused a water droplet as thestructure upon which theybuilt the polymer cell. To cre-ate the organelles, they pro-duced tiny polystyrene-b-poly spheres filled with en-zymes designed to undertakeset chemical processes.These sub-micrometr icnanoreactors were then en-capsulated in a coating of apolymer calledp o l y b u t a d i en e - b - p o l ypolymersome using emul-sion-centrifugation to form acell wall.

This formed a com-partmentalized structure re-sembling nature’s eukaryoticcell. Within this, a multistepchemical reaction was un-dertaken which resembled anatural enzyme pathway.Using fluorescence, van Hestand Peters were able to showa chain of chemical reactionswithin the cell, proof theyhad created a polymer cellwith working organelles.

“We are also work-ing on ways of controlling themovement of chemicalswithin the cell, towards or-ganelles,” says van Hest.“By simulating these things,we are able to better under-stand living cells. One daywe will even be able to makesomething that looks verymuch like the real thing.”

Arvind Kejriwal says ‘security ofpeople in Delhi has been left to God’

NEW DELHI: Delhi chiefminister Arvind Kejriwal onThursday said Delhi Policeare “highly compromised”,and if any crime is preventedin the national capital, it is notbecause of the police forcebut rather God’s grace.

“The security of thepeople has been left to God,and whatever little crime in-cidents are not happening isnot because of Delhi Police,but despite them,” Kejriwalsaid after the recent incidentsof grave crimes againstwomen, including the rape onTuesday of a 51-year-oldDanish tourist by a gang ofvagabonds.

Earlier on Wednes-day, Kejriwal said he wouldmeet police commissioner BS Bassi along with Lt Gov-ernor Najeeb Jung to analyze

Arvind Kejriwal onThursday also asked the po-lice to suspend four officersfor allegedly refusing to actagainst sex and drug gangsand in a case of burning of awoman.

“We are demand-ing... we are warning DelhiPolice,” Kejriwal told themedia, using unusually harshlanguage for a chief minis-ter.

He demanded thesuspension of the stationhouse officers (SHO) of theSagarpur and MalviyaNagar police stations andtwo assistant commissionersof police.

The Sagarpur SHO,he said, did not arrest mem-bers of a family who alleg-

edly set their daughter-in-lawon fire. Kejr iwal accusedthe SHO of Malviya Nagarof complicity with a bunch offoreigners in south Delhi al-legedly involved in prostitu-tion and drugs.

“People are not go-ing to be mute spectators towhat is going on,” he said.

The chief ministerdenied the charge that hisministers were interfering inthe work of Delhi Police,saying it was the duty of theministers to speak and act ifthey witnessed crime.
